Baghdad news and billboard signs are informing the citizens of the gradual phase-out of the US dollar and that soon the ATM’s will be providing all needed notes, including the lower denomination notes. Al-Fallujah, approximately 43 miles away, is reporting the same type of information.
PM Abadi is against the governments’ re-run of the parliamentary elections claiming that a court order is required. He is quoted as saying, “There is no turning back and the elections have taken place…a new government must be formed”  and “It is not the power of the government and Parliament to cancel the election results.”

Rafidain Bank announced on Wednesday that the issuance of the MasterCard card includes employees, citizens and other segments of society
The Bank’s Information Office said in a statement received by Al-Iktissad News that”the bank’s branches continue to issue electronic payment tools (MasterCard), which are used inside and outside Iraq and are accepted at all ATMs connected to the MasterCard network, as well as points of sale

6-13-2018  Newshound Guru Breitling  It’s not a coincidence that Iraq got out of these sanctions knowing where the price per barrel is going to go and the next thing you know they’re out of these sanctions…  So they are not going to have as many US dollars because the price per barrel is going to go down.  What are they going to use?  They are going to use the Iraqi dinar.  So it’s a big huge deal for us.  They were going to revalue anyways but now they’re open to that much more of the market and the market is that much more open to them.   It was a huge weekend.  People should be excited.  This thing is going to come down…that’s reality….Everything is set in place.  They are going to revalue their currency.  They’re going to add value to it.  They are going to have to...

In the meantime, they are taking the money out of Iraqi ATMs, pulling out the dollars because they don’t want dollars to be used on the street any longer.  They are resetting the ATMs, and then we should see the new rates.  They want US citizens there to turn in their dollars and giving them dinars at a rate of 83 cents per dinar. Then yesterday, a guy in the US went to the finance office (of a military base) to find out what was going on.  They did give him a different timetable and process for military people.  As soon as you hear the RV has occurred, you must go immediately because they have a very short window to do exchanges.  We talked to an enlisted guy – they are the people who run the military – and an officer was listening.  The officer pulled him to one side, saying he had just got back from Iraq.  He said that Iraq is doing really well apart from the elections, and the people are very excited.  However, no one can bring dinar out of the country any more.  There is immediate disciplinary action if they catch you bringing dinar out of the country.  No one is supposed to have more than 150,000 dinar.  When this officer went to leave the country and did his exchange, they gave him 85 cents per dinar.  Everyone knows it is about to revalue, and they’re just waiting for that to happen.  They have the billboards back up, so this is getting ready to happen. The billboards explain what is going on, the lower denominations, etc.  They are trying to get this done during the ‘time of giving’, which starts tomorrow and they are extending it to the 19th.   The officer had all this information first-hand.


13 June 2018  FRANK & WALKINGSTICK BLUE COUCH REPORT:  (facts, not in print).
This week CBI uploaded all data for New ATM machines and all software updates completed.  This includes all banks working with the CBI outside of Iraq’s Borders.  The update of electronic software is done.
The CBI linked banks inside Iraq in a 24 hour period.  The ATM’s now capable of receiving data for small notes. 
The ATM’s being used by citizens inside Iraq right give no explanation, no pictures, options or photos of small notes.  There is no option to withdraw a small note yet. The citizens are unaware the ATM’s are ready to dispense the small notes yet.  It’s unknown at this time when the ATM’s will  dispense small notes.

Vietnam’s State Treasury raises over VNĐ65.8 trillion from G-bonds 15th June, 2018 HÀ NỘI — The State Treasury of Việt Nam has mobilised over VNĐ65.8 trillion (US$2.89 billion) via Government bond (G-bond) auctions at the Hà Nội Stock Exchange (HNX) since the beginning of 2018. 

From mid-April till date, the interest rates of different terms of G-bonds have continued to increase. Most recently, an auction at HNX on Tuesday raised VNĐ4.2 trillion worth of G-bonds. As much as VNĐ2.1 trillion were mobilised from 10-year bonds with an annual interest rate of 4.32 per cent, up by 0.02 per cent against the previous auction on June 6. Bonds with 15-year and 20-year maturity terms raised VNĐ1.6 trillion and VNĐ500 billion, with annual interest rates of 4.65 per cent and 5.18 per cent, respectively, both up by 0.02 per cent from the previous auction on June 6. 

The National Financial Supervisory Commission has predicted that the G-bond market in 2018 will see modest changes against last year, thanks to an economic growth of more than 6.7 per cent and inflation of below four per cent. The value of G-bonds issued in 2018 is estimated at some VNĐ180 trillion, with the focus being on long-term maturity and keeping the interest rate at low levels. G-bonds worth VNĐ159.9 trillion with an average maturity of 13.52 years, up by 4.81 years against 2016, were issued last year.

The two leaders announced their intention to form an alliance of their political blocs on Wednesday. They called on other political groups to join them in a coalition. Notably absent from that invitation was Mr Al Maliki. 

It appears a decisive set back for Mr Al Maliki, who in the past managed to cling to power despite rising unpopularity. Mr Al Maliki took power in 2006 with the blessing of both the United States and Iran. But he rapidly alienated the country’s Sunni and Kurdish minorities by shutting them out of key security positions and undermining power-sharing agreements. During the 2010 elections, a secular bloc headed by vice president Ayad Allawi won the most seats in parliament. 

But Tehran backed Mr Al Maliki to remain in power, who was able to form a “national unity” government with the help of Mr Al Sadr. As general secretary of the Dawa party, Mr Maliki has retained political influence, though his State of Law coalition performed bellow expectations in the recent elections, winning just 26 seats.

 The blocs controlled by Mr Al Sadr and Mr Amiri control 101 seats, short of the 165 required to form a majority. Mr Al Sadr’s Sairoun alliance, which also includes the Communist Party and secular candidates, won 54 seats, while Mr Amiri’s Fatah coalition of Shiite paramilitaries won 47 seats. Incumbent Prime Minister Abadi’s Victory alliance took 42 seats. “His Eminence [Mr Al Sadr] has always welcomed Dr Al Abadi to join his coalition,” Mr Al Assadi said. 

The Shiite cleric has previously vowed that he would not allow Mr Maliki another term as prime minister. For his proposed coalition to succeed, Mr Al Sadr will need to overcome grievances from members of his own bloc who insist Tehran should not be permitted to interfere in Iraq’s affairs. Iran backs Mr Al Amiri, a militia leader who spent two decades fighting former dictator Saddam Hussein from Iran. He is also close to General Qassem Soleimani, commander of foreign operations for Iran’s Revolutionary Guards who has great influence in Iraq.

Newshound Guru Kaperoni   Great news! The CBI has officially met the IMF 3-month requirement to maintain the official rate/ market-rate spread at 2% or less.  This requirement was a prerequisite to acceptance into IMF Article VIII.  They must continue to maintain that until they make the decision to move to Article VIII. If they fall out of compliance they will have to begin the 3-month requirement again.  Many believe the CBI will not take that risk and will write the letter to the IMF requesting and accepting Article VIII right away.  Personally, I don't think the CBI will move until the new government has been formed. Others disagree but we'll just have to wait and see.  Accepting Article VIII has significant benefits to us as investors. The dinar becomes internationally-recognized and convertible and would also require the CBI to move off the peg to some type of float to counter inflationary pressure created by investors/investment.  Since Iraq has yet to hold their annual Article IV Consultation with the IMF I expect that will occur at the same time as them accepting Article VIII.


6-16-2018   Newshound/Intel Guru Mnt Goat   The banks will gladly accept the Iraqi dinar because they know they can broker the currency to the US Treasury with a spread (mark-up). Some of it they will hold themselves and trade. The US Treasury will then take the dinar and transfer it over to the Iraqi CBI, where credits for oil at future market price is locked in and already agreed to years ago. Some say at $32/barrel. I am not certain if this is true or not but I now it is substantially below the projected market price over the next 30 years.  So you see the more dinar that is exchanged, the better it is for the economy of the country exchanging it back to Iraq. So I would not worry about the volume of currency going back to Iraq. This is all well planned out.  [post 2 of 2]

In simple terms only countries that participated in the wars will benefit from oil credits, unless they managed to buy them from a country that did.  Question: How will these oil credits work?  Under normal times any bank would not want to handle this much exchange of any middle eastern currency. State law: Maliki Agreed To Join The Alliance Of The Sadr Government To Form A “Patriarchal” Government!

The Euphrates – A source in the coalition of state law, said on Wednesday that the leader of a coalition of state law, Nuri al-Maliki, the alliance with the “Saroon”, supported by the leader of the Sadrist movement, and “Fath” led by Secretary General of the Badr Organization Hadi al-Amiri, indicating that he will meet Amri this evening.

The source revealed that “the head of the Fatah alliance Hadi al-Ameri will visit the head of a coalition of law Nuri al-Maliki, this evening, to study the alliance between the conquest and the rest, considering Maliki is a key part.”

He added that “the meeting will discuss the moistening of the atmosphere between Nuri al-Maliki and the leader of the alliance of Sadr’s followers,” stressing that “Maliki agrees to enter the alliance and the conquest of the conquest and will be announced soon.” Yesterday, Sadr announced the accession of the Fath Alliance to move to form the largest bloc.

BGG ~ This is how I read this…

Nowhere does it say Sadr is OK with Maliki in the group. That is a title and is based on the word of some SLC “source”. In fact, the timeline is that Ameri has started conversations with Sadr, Ameri will now meet with Maliki as he “is a part” of the Iranian axis of influence, and it sounds like to me – they are trying to “boot-strap” Maliki into the deal with Ameri after it has pretty much been done.

I don’t see this as some deep, meaningful alliance with Maliki. In fact, Abadi may well be wishing he had sent stronger signals earlier if this keeps on… OR – it could be the leverage Sadr needs to get Abadi off the “can” – so to speak.

BAGHDAD: Iraqi Prime Minister Haider Al-Abadi said on Sunday that the burning of a storage site in Baghdad where ballot boxes were kept was part of a plot to harm Iraq’s democratic process, the first government indication the incident was deliberate.

7. Everything was still moving forward, going towards the end of the month. All we can do was to see what happens. If it doesn’t happen by the 20th, we still have ten days until the 30th. Although the experience has been frustrating, I know that eventually even the You-Know-Whos would have to report to our Maker and that experience would far exceed any little problems we have had to endure because of their actions.
