But what we hear from the Iraqi government, and the office of the Iraqi prime minister, they say they want to deal with the [Kurdistan] Region within the framework of the [Iraqi] constitution.

 But as of yet, the indications coming out of Baghdad does not indicate that they are prepared to enter negotiations at the current time.” He said it may take some time before Baghdad decides to take the path of dialogue.

chattels: He said Iraq is heading towards general elections in May 2018 and this may hinder talks as Iraqi parties feel they must show voters they have taken a strong stance against Erbil.

When U.S. diplomats from June until September 2017 did no more than blandly repeat the old mantra that they support both Kurdish rights and a unified, democratic and federal Iraq, the Kurds took this as an indicator that the Americans understood that politics in Baghdad lay beyond redemption and would, when the moment came, support the Iraqi Kurds’ justifiable aspirations.

chattels: Kurdistan’s leadership in Erbil could not imagine that the Americans would stand by passively as Iranian-controlled Shiite militias and the Iraqi army turned their American-supplied weaponry against America’s most faithful ally in the Muslim world. Especially given President Trump’s bellicose rhetoric about “containing Iran” and putting a stop to its nefarious activities, Kurds in Iraq believed they could at least count on the Americans to try and block Iranian-orchestrated military moves against them.

Now Mr. Abadi is McGurk’s man in Baghdad (as well as America’s, at least until a sensible policy review occurs). Will Prime Minister Abadi turn out to be the unicorn that Mr. McGurk and the U.S. State Department have been looking for? Will he prove himself a pro-American Shiite Iraqi nationalist moderate who will block Iranian aspirations in the region?

Rafidain Bank opens a new branch in Jordan

November 18, 2017

Rafidain Bank announced on Saturday the opening of its new branch in the Jordanian capital Amman.

The Bank’s Information Office said in a statement that the aim of the opening of the bank is to provide banking services to Iraqi citizens residing in that country.

He added that the new Rafidain branch was opened in the Sweifieh area in the Jordanian capital of Amman, in a move that the Bank has taken towards leadership, progress and financial coverage.

He pointed out that the branch provides financial services and facilities for citizens to pay salaries and open current accounts and savings and bank deposits.

The Ambassador of Iraq in Jordan Safia al-Suhail said in a speech during the ceremony that the opening of the branch of Rafidain Bank in the Kingdom is of great importance as it indicates the keenness of the Republic of Iraq to raise the framework of cooperation with the Kingdom of Jordan at all levels, especially economic and banking, based on historical relations rooted in the gathering Two neighboring countries.

She added that her happiness that Rafidain Bank is an essential tool for communication between the federal government in Baghdad and the expatriate in Jordan, especially retirees of state employees who have been living in Jordan for years, where it is keen to provide their salaries on a regular basis.

Mohaibis stressed that "the parliamentary culture committee should put forward the idea of adding a day of eviction from our lands as part of the draft law as an annual occasion to be voted on under the draft law on public holidays."

Samson:    KUWAIT: Iraqi president visits country on Monday

18th November, 2017

Iraqi President Fuad Masum will visit Kuwait on Monday at the official invitation of the emir, Sheikh Sabah al-Ahmad al-Jaber al-Sabah, a diplomatic source said.

This will be Masoom's first visit to Kuwait since his election as president of Iraq in July 2014.
"The Iraqi president will discuss with the Emir of Kuwait ways to strengthen bilateral relations between the two countries and regional and international situations," the source said, speaking on condition of anonymity because he was not authorized to speak to the media.

He added that "the talks will also address the hosting of Kuwait next year conference of international donors to support Iraq, and coordination between the two countries in this regard, without specifying the duration of the visit."

Kuwait's Deputy Foreign Minister Khalid al-Jarallah said in early August that his country had begun extensive contacts with the countries of the world, the World Bank and Iraq to host a conference for the reconstruction of Iraq liberated from the control of the terrorist organization

11-18-2017   Newshound/Intel Guru Mnt Goat   Article:  "(IBAN) IN BANKING TRANSACTIONS"   Quote:  "IBAN is a mandatory requirement to send and receive money domestically and internationally safely, accurately and quickly in accordance with international banking regulations"   A few weeks ago they implemented SWIFT and it is mandated by the end of 2017 for all banks in Iraq. So now we see IBAN also in use as it is also a worldwide banking standard. Both of these banking requirements are mandatory if you are going to do international banking.  Does anyone remember way back to 2012? The minister of Finance then told us then that IBAN was coming that year, but due to corruption they delayed the banking reforms until later. Now we see it.

A quick drill-down on the WTO website reveals little about Iraq’s induction, or “accession” as it is formally called, into the WTO. This accession is coordinated by what is called a “working party."

Iraq's Working Party was established on 13 December 2004. The Working Party met for a second time in April 2008. The Working Party is chaired by Ambassador Omar HILALE (Morocco).

There are 35 documents available online that have been created by this Working party, the earliest dated 11/10/2004 and the most recent created on 09/06/2016. Not a lot of activity in 12 years for something viewed as critical to their accession, or recognition by the WTO.

The only calendar item for today (November 17, 2017) is "Working Party on the Accession of Iraq — Informal Meeting” at 10:00 in Room D.

In my opinion, if Iraq is going to be inducted into the WTO it makes no sense that the only mention of Iraq on today’s WTO agenda is an “informal” meeting.

From Nov 8-14, there were less than 100 incidents, but the number of dead was very high due to another mass grave being discovered. There were 62 incidents during the second week of November.

That marked the fourteenth full week with less than one hundred incidents recorded in the media. Since the Battle of Mosul, the Islamic State has collapsed and its terrorist cells are barely operating anymore.
