"Prime Minister Haider al-Abadi should exclude the Ministry of Finance and the Central Bank from partisan quotas and reconsider all those holding positions from a deputy minister to a director of a department within these two institutions," al-Tamimi said in a statement received by Al-Mada.

She called on the member of the Finance Committee to "replace those positions with independent specialists with higher degrees and practical experience of not less than ten years in the field of specialization as one of the most important institutions that affect the financial and monetary policies in the country."

BGG says():The Security Council today authorized the Secretary-General to continue to maintain the escrow account authorized by resolution 1958 (2010), and to retain the funds contained therein until 30 June 2017, at which time all remaining funds would be transferred to the Government of Iraq.

Paragraph 5 authorized the Secretary-General to ensure that up to $131 million of the Iraq Account were retained in the escrow account for the purpose of providing indemnification to the United Nations, its representatives, agents, and independent contractors for a period of six years with regard to all activities in connection with the Programme since its inception.

1) they are the CH 7 gatekeepers

2) they do have various financial interests in Iraq. This one looks to be a "file" - as in, a programme they want to close out... likely the Oil for Food Program and / or this resolution 1958 going back to 2010.

But the big take-away for me - there is some very real affirming language in this UN statement.

After the Islamic State (IS) faced significant defeat in Mosul, the extremist organisation has moved part of its forces to its stronghold of Hawija in the southwestern Kirkuk province, in a bid to pose further threat to the security of the Kurdish areas outside the Kurdistan Region’s administration, an official from Kirkuk police told BasNews on Saturday.

Sarhad Qadir, chief of police for the districts around Kirkuk, said IS has moved a number of its forces to Hawija city, the group’s last stronghold in southwestern Kirkuk, adding that “according to our information obtained from our exclusive sources, IS is planning to threaten the stability of Kirkuk and Tuz Khurmatu.”

He noted that IS militants are using all their capacity to perpetrate terrorist attacks and to raise their morale after it has been significantly weakened.

However, the security forces and Peshmerga have plans to foil the IS plots, he added.

IS militants have been periodically carrying out attacks against Peshmerga and Security forces in Kikruk and Tuz Khurmatu. However, all their offensives were warded off by Kurdish forces.

Iraqi security forces continue their advancement towards al-Zanjili in northern Old City of Mosul district.

The security forces also defused dozens of booby-trapped vehicles planted by ISIS terrorists inside narrow alleys to cripple their advancement.

Security expert Jasim Hanoun told the Baghdad Post that the military operations will soon end as ISIS terrorists can't withhold Iraqi security forces attacks anymore.

He asserted that these victories must be reinforced by security, intelligence efforts to eradicate ISIS remnants and their sleeper cells to achieve stability in Iraq.

Baghdad University Professor of Political science Khalid Abd al-Elah also told the Baghdad Post that ISIS is not only a terrorist group, but also an ideological, logistical, media and economic organization that will try to reproduce itself once again by sleeper cells as told by their leader Abu Bakr al-Baghdadi in his last message to his followers.
Many experts also asserted that ISIS currently lacks one of its most important assets which is suicide bombers as result of the death of many of its terrorists in the course of Mosul battles.

Hey also asserted that ISIS has fractioned into several overwhelmed cells that use human shields and narrow alleys to protect themselves.

These achievements come as the offensive launched on 19th of February by US-backed Iraqi forces, supported by Iranian-backed sectarian IMIS Shiite militias to oust ISIS terrorists from Mosul, their last major stronghold in Iraq enters its last stages.

ERBIL, Kurdistan Region – As heavy fighting continues in the final phase to retake Mosul from ISIS, more than 750,000 have been forced to flee their homes, causing strenuous financial concerns for the UN refugee agency (UNHCR), who appealed on Friday for urgent financial support to meet the humanitarian needs of Iraq’s displaced.

“A shortage of funds threatens to undermine our humanitarian response at this critical time,” Andrej Mahecic a spokesperson for the Office of the UN High Commissioner for Refugees (UNHCR) told the press at a regular media briefing in Geneva.

The UN agency is in need of approximately $126 million to continue its operations in Iraq. Nearly half of this is needed for the newly displaced families from the most recent battles in west Mosul.

The humanitarian assistance provided by the agency includes emergency shelter in camps, legal assistance to replace lost or missing documents, child protection as well as preventing sexual and gender based violence. Additionally, they provide mattresses, blankets, and other essential items.

An additional $24 million is also needed to assist those returning to liberated east Mosul and surrounding areas. It is estimated that 125,000 IDPs have returned to their homes.

However, many are living in damaged buildings and still are in need of shelter as well as financial support. There are also initiatives to provide security to the IDPs who have recently returned home.

So far, the UNHCR has provided emergency shelter to 316,000 people in its 12 established camps in the relative proximity of Mosul.

To date, UNHCR has provided $578 million in 2017 alone to assist Iraq’s IDP crisis.
