Adding that the counterterrorism forces are waiting to meet with the federal police and rapid reaction forces and the Iraqi army from the north to complete the closure of the siege on the old city, indicating the survival of an area does not exceed three or four square kilometers under the control of the organization in Mosul."The big challenge facing the forces in Mosul is the presence of a large number of civilians in narrow areas full of small and open houses, in addition to the infiltration of the terrorists and most of them are foreign civilians, and they are fighting to kill.

Okie Dinar says():Abadi as Acting Minister of Finance

Prime Minister Abdul Razzaq Al-Issa was relieved of taking over the Agency's finance portfolio earlier this year, at his request.

Abadi will take over the portfolio of the finance ministry, which the Kurdistan Democratic Party (KDP) is refusing to present its candidate to protest against the way in which Hoshyar Zebari was sacked last summer.

On 21 September 2016, the House of Representatives voted by a majority to withdraw confidence from the Minister of Finance Hoshyar Zebari.

"It was a great honor for me to entrust the Ministry of Finance with an agency, as well as my responsibilities in the Ministry of Higher Education, Scientific Research, Science and Technology," Abdul Razzaq al-Issa, Minister of Higher Education and Scientific Research, said in a press statement.

"Working in the Ministry of Finance has not been easy in this ministry of accumulating waiting for solutions, as well as from institutions pursued by narrow interests and auctions and conflicts."

"What we offered at the Ministry of Finance at this extraordinary stage was to combat corruption, encircle the spoilers and narrow the circle to the owners of the dubious benefits," he said.

"I am pleased to extend my thanks to the Prime Minister for his confidence in him and to extend his gratitude to him for his repeated request to exempt me from the Ministry of Finance so that I can serve and upgrade the Ministry of Higher Education."

MP Majida al-Tamimi, a member of the parliamentary finance committee, called on Prime Minister Haider al-Abadi to exclude the Ministry of Finance and the Central Bank from "partisan quotas" in holding positions.

"Prime Minister Haider al-Abadi should exclude the Ministry of Finance and the Central Bank from partisan quotas and reconsider all those holding positions from a deputy minister to a director of a department within these two institutions," al-Tamimi said in a statement received by Al-Mada.

She called on the member of the Finance Committee to "replace those positions with independent specialists with higher degrees and practical experience of not less than ten years in the field of specialization as one of the most important institutions that affect the financial and monetary policies in the country."

Okie Dinar says():Deputy: There is no real will to recover the lost and smuggled money
Journal News June 3, 2017   Baghdad - Journal News

The Parliamentary Integrity Committee criticized the current method of dealing with corruption issues in the country, describing it as "outdated old ways".

The member of the committee MP Abdul Karim Abtan, told the "Journal News" that "the total files of corruption for the projects delusional and false referred to the judiciary and the Commission (integrity) as the bodies authorized to consider this file," asserting that "the issues that have been converted resolved part of them, While the other part is under investigation. "

He added: "There is a real problem in the process of recovering money smuggled is the need for genuine goodwill and high level coordination with UNDP in addition to judicial orders to coordinate with countries through Interpol police and can be agreed with specialized companies to investigate criminal and accounting through the state."

Abtan said that "it is possible to recover money through the Department of Money Recovery of the Integrity Commission and its work is dedicated to the return of the huge money that was wasted."

The number of bogus projects in Iraq since the fall of the former regime to the beginning of this year, more than six thousand projects have not been completed, because of the waste of public money and theft of allocations for those projects.

BGG says():Security Council Authorizes Continued Maintenance of Iraq Escrow Account, Unanimously Adopting Resolution 2335 (2016)

BGG says():The Security Council today authorized the Secretary-General to continue to maintain the escrow account authorized by resolution 1958 (2010), and to retain the funds contained therein until 30 June 2017, at which time all remaining funds would be transferred to the Government of Iraq.

BGG says():Unanimously adopting resolution 2335 (2016) under Chapter VII of the United Nations Charter, the 15-member Council also requested that the Secretary-General continue to pursue implementation of paragraph 7 and other relevant aspects of resolution 1958 (2010).

BGG says(:):Paragraph 4 of resolution 1958 (2010) authorized the Secretary-General to ensure the retention of $20 million from the Iraq Account in the escrow account until 31 December 2016, exclusively for United Nations expenses relating to the orderly termination of the residual activities of the oil-for-food programme.

Paragraph 5 authorized the Secretary-General to ensure that up to $131 million of the Iraq Account were retained in the escrow account for the purpose of providing indemnification to the United Nations, its representatives, agents, and independent contractors for a period of six years with regard to all activities in connection with the Programme since its inception.

BGG says():Michele Sison (United States), whose delegation submitted the text, said that the short-term extension brought the United Nations a step closer to closing the book on the programme and to tying up a few outstanding issues.

The Government of Iraq and the United Nations had made progress in several areas, including some legal issues, she said, adding that the Government of Iraq should see today’s extension as the Council’s unwavering support for closing the file once and for all.

BGG says():BTW - "...the Government of Iraq should see today’s extension as the Council’s unwavering support for closing the file once and for all..."

SUPER KEY TONE AND TENOR from the UN... (IMHO)

BGG says():The Security Council also took note of a letter (document S/2016/1126) dated 29 December 2016 from the Secretary-General to the President of the Council.

BGG says():The meeting began at 10:02 a.m. and ended at 10:05 a.m.
Resolution

The full text of resolution 2335 (2016) reads as follows:

“The Security Council,

BGG says():“Recalling its resolution 1958 (2010),

BGG says():“Acting under Chapter VII of the Charter of the United Nations,

BGG says():“1. Reaffirms its call in paragraph 2 of resolution 1958 (2010) for the Government of Iraq to provide without delay payments referred to therein;
BGG says():“2. Authorizes the Secretary-General to continue to maintain the escrow accounts authorized in paragraphs 3, 4 and 5 of resolution 1958 (2010) and to retain the funds in those accounts until 30 June 2017, at which time all remaining funds are to be transferred to the Government of Iraq;

BGG says():“3. Requests the Secretary-General to continue to pursue implementation of paragraph 7 and other relevant aspects of resolution 1958 (2010);

BGG says():“4. Requests the Secretary-General to report on implementation of this resolution no later than 30 March 2017 and with a final report three months after the transfer of any remaining funds pursuant to paragraph 2 to the Government of Iraq, unless otherwise authorized by the Security Council;

BGG says():“5. Decides to remain actively seized of the matter.”

BGG says():First off - I am not entirely convinced this is about the whole of the UN Ch 7 charter (it's not a financial designation), which is about the ability of the UN to "assist" with or without the GOI's permission to be there.

BGG says():2) IMHO - they could easily be talking about the Oil For Food Program - only - or this resolution 1958 from back in 2010 - expiring in 2016 and then extended to June 30th. Or both.

BGG says():I may well be mistaken - I don't see this as a lifting of Ch 7 - again... the UN Ch 7 "charter" and the IMF Art 8 & 14 designations are like apples and watermelons... soooooooo different. Easy to get caught up in stuff.
BGG says():Is this good news - yes. NO, in fact, GREAT NEWS... here's why...

BGG says():Notice the tone of their comments to the GOI.

BGG says():(from the UN) "....the Government of Iraq should see today’s extension as the Council’s unwavering support for closing the file once and for all..."

They are just telling Iraq they are with them - but things will go the way THEY SAY.

BGG says():Kinda' like - You're doing good kids - keep at it... just a little bit longer!!
 ...
BGG says():Having said all of the above - I talked about the financial side of this world powers (PTB) alliance some time ago... the UN does have a hand / say in things...

1) they are the CH 7 gatekeepers

2) they do have various financial interests in Iraq. This one looks to be a "file" - as in, a programme they want to close out... likely the Oil for Food Program and / or this resolution 1958 going back to 2010.

But the big take-away for me - there is some very real affirming language in this UN statement.
BGG says():I would suspect the IMF and WB will have some similar view in the near future.

BGG says():So relax - Have a Coke and a SMILE :D
BGG says():TTYL

Okie Dinar says():I appreciate you breaking that down for us, BGG. (y)

Okie Dinar says():IS Moves Forces from Mosul to Hawija to Threaten Stability of Kirkuk: Police

After the Islamic State (IS) faced significant defeat in Mosul, the extremist organisation has moved part of its forces to its stronghold of Hawija in the southwestern Kirkuk province, in a bid to pose further threat to the security of the Kurdish areas outside the Kurdistan Region’s administration, an official from Kirkuk police told BasNews on Saturday.

Sarhad Qadir, chief of police for the districts around Kirkuk, said IS has moved a number of its forces to Hawija city, the group’s last stronghold in southwestern Kirkuk, adding that “according to our information obtained from our exclusive sources, IS is planning to threaten the stability of Kirkuk and Tuz Khurmatu.”

He noted that IS militants are using all their capacity to perpetrate terrorist attacks and to raise their morale after it has been significantly weakened.

However, the security forces and Peshmerga have plans to foil the IS plots, he added.

IS militants have been periodically carrying out attacks against Peshmerga and Security forces in Kikruk and Tuz Khurmatu. However, all their offensives were warded off by Kurdish forces.

Okie Dinar says():ISIS collapses in Mosul as security forces continue advancement

Iraqi security forces continue their advancement towards al-Zanjili in northern Old City of Mosul district.

The security forces also defused dozens of booby-trapped vehicles planted by ISIS terrorists inside narrow alleys to cripple their advancement.

Security expert Jasim Hanoun told the Baghdad Post that the military operations will soon end as ISIS terrorists can't withhold Iraqi security forces attacks anymore.

He asserted that these victories must be reinforced by security, intelligence efforts to eradicate ISIS remnants and their sleeper cells to achieve stability in Iraq.

Baghdad University Professor of Political science Khalid Abd al-Elah also told the Baghdad Post that ISIS is not only a terrorist group, but also an ideological, logistical, media and economic organization that will try to reproduce itself once again by sleeper cells as told by their leader Abu Bakr al-Baghdadi in his last message to his followers.
Many experts also asserted that ISIS currently lacks one of its most important assets which is suicide bombers as result of the death of many of its terrorists in the course of Mosul battles.

Hey also asserted that ISIS has fractioned into several overwhelmed cells that use human shields and narrow alleys to protect themselves.

These achievements come as the offensive launched on 19th of February by US-backed Iraqi forces, supported by Iranian-backed sectarian IMIS Shiite militias to oust ISIS terrorists from Mosul, their last major stronghold in Iraq enters its last stages.

Okie Dinar says():UN refugee agency in desperate need of funds for Iraq humanitarian aid

The UNHCR office in Geneva. Photo by Ayub Nuri

ERBIL, Kurdistan Region – As heavy fighting continues in the final phase to retake Mosul from ISIS, more than 750,000 have been forced to flee their homes, causing strenuous financial concerns for the UN refugee agency (UNHCR), who appealed on Friday for urgent financial support to meet the humanitarian needs of Iraq’s displaced.

“A shortage of funds threatens to undermine our humanitarian response at this critical time,” Andrej Mahecic a spokesperson for the Office of the UN High Commissioner for Refugees (UNHCR) told the press at a regular media briefing in Geneva.

The UN agency is in need of approximately $126 million to continue its operations in Iraq. Nearly half of this is needed for the newly displaced families from the most recent battles in west Mosul.

The humanitarian assistance provided by the agency includes emergency shelter in camps, legal assistance to replace lost or missing documents, child protection as well as preventing sexual and gender based violence. Additionally, they provide mattresses, blankets, and other essential items.

An additional $24 million is also needed to assist those returning to liberated east Mosul and surrounding areas. It is estimated that 125,000 IDPs have returned to their homes.

However, many are living in damaged buildings and still are in need of shelter as well as financial support. There are also initiatives to provide security to the IDPs who have recently returned home.

So far, the UNHCR has provided emergency shelter to 316,000 people in its 12 established camps in the relative proximity of Mosul.

To date, UNHCR has provided $578 million in 2017 alone to assist Iraq’s IDP crisis.

The spokesman for the command Brigadier Yahya Rasool said in an interview for the program “Sahour Iraqi” broadcast by Alsumaria, “There are areas fell media without a fight and we face this media significantly,” pointing out that “there is a decline in the media, but still has the possibility of portraying the defeat as Victory”.

“Yes, no channel can enter the battlefield until the Joint Operations Command and the Military Information Cell have agreed,” Rasoul said. “We have dealt with the media in every way. Professional and our mission to liberate the land of Mosul. “

Rasul pointed out that “several international conferences have been held with the participation of experts in psychology and media, in order to prepare for the media battle after the expulsion of elements calling the terrorist from Iraqi territory,” stressing that “there is a great effort being made in this area.”

He added that “the right coast is left with only a little thing, and after the announcement of victory by the commander-in-chief of the armed forces, there will be a week for the great Iraqi victory to liberate Mosul dear.”
