10-26-2016   Newshound  Guru Adam Montana  The fight for Mosul is making incredible progress, and I really don't think they are getting credit for it like they should be! After a long run of half-hearted attempts to "attack" ISIS, they are finally doing it RIGHT.  I expect to see huge victories in the next week or so, which is going to prop up Iraq's support and credibility in the world, and is taking them where they need to go.  I am disappointed to see that Abadi has not been successful in appointing those last few deputies:  Article:  "State law excludes the resolution of the vacant ministries next week In fact, unless they directly oppose this ruling, it looks like next week isn't our week either...we're not likely to see an RV this week. However...I saved the best for last!    FINALLY, at the tail end of October, we're seeing the stuff we want.  We discussed briefly earlier this month the OPEC push to reduce oil production.  There are a lot of reasons for this push, and I'd say 90+% of the member nations understand and agree with it.   But here's something interesting... "The head of the National Alliance, said that "Iraq should be excluded from any agreement that aims to cut oil production," attributing it to "the need for Iraq without the other for this exception being locked in a fierce war with Aldaasha terrorism on behalf of the world."  Iraq is getting massive support in the fight against ISIS.   ...this kind of agreement is a sweetheart deal for Iraq!  Speaking of ISIS...   [post 1 of 3....stay tuned]

Well the article...is telling us that after only 9 days of fighting they are moving now into the final phase.  I totally believe they will be done by the end of this week and move on to the reconstruction and resettlement phases....this does not automatically mean an RV.  Does Iraq need security? Yes- and getting rid of Daesh certainly moves them to that goal. But remember they still need the laws passed. They also told us a target timeframe of  “early 2017”.  We still have not heard any news about re-education to the citizens or the launching of the lower denominations and this we know are the next steps they must take in the final rounds of the process towards any significant increase in the value of the dinar...the final phases of the long 5 year process in this effort to moving to the international exchanges...   It’s coming.   [post 2 of 2]

Again I say it is moving so quickly.  Article quote:  "the enactment of the oil and gas law is very difficult", so it need a political agreement for the legislation there must be an agreement between all the parties and after the enactment of the Act."    Here come the HCL!  Iraqi council of ministers knows they must have a legal law to administer the oil and gas policy in the country. This is much more than just the distribution of the 17% of the oil revenue to Kurdistan. I have explained many times...just how involved this HCL really is. This new law now also includes the Article 140 provisions. So now we see yet more news come out as they are meeting again on this issue and will continue to meet and change the draft HCL until it satisfies everyone and can be voted on. This is needed prior to any RV. It is closed [closer?] than ever and I believe they will be done with this law in the next couple weeks...   [post 1 of 2....stay tuned]

10-26-2016   Intel Guru Dr. Clarke   Iraq cannot demonstrate its True, Complete Value in the marketplace, which includes it’s currency value, with ISIS still officially, located and operating within the country. But once, it’s Officially gone, THEN, almost instantly, Iraq’s value in the eyes of the World markets, will skyrocket, from then forward. Until then, they still have Value, but NOTHING COMPARED to when it’s ISIS free.  That, my friends, is when you’ll see the Dinar’s International Exchange Rate, truly hit those high numbers, everyone is hoping will occur - but not before...and thus, the wait till Iraq is ISIS free, will have been worth it, and not for some premature very low rate, because their World Value, was minimized, for Security & Safety issues, within the country. This, as well, has been in the “Plan” for Iraq, U.S., and other countries connected with this full liberation, and “Pay back” for time and money spent in the endeavor of Iraq, the past 15 years.

Anna Rosenberg, Head of Frontier Strategy Group’s Sub-Saharan Africa Research practice, recently on a research trip in Harare, finds that Zimbabwe holds large opportunities for business, despite the country’s dire economic and political crisis. First impressions

I DON’T know what I was expecting when I arrived in Zimbabwe. It certainly wasn’t to land in the most developed country I had ever visited in Africa aside from South Africa (and I have been in quite a few countries throughout the continent).

After years of hearing bad things about Zimbabwe, I was surprised not to find a more desolate and dangerous place.

The roads are better than in most African countries, although apparently they are in worse condition than they have ever been. Urban planning seems to have been well thought through in Harare with wide avenues leaving ample space for motorists, pedestrians, and even cyclists, meaning traffic jams are less common than in other African cities.

The streets are not filled with the affordable and robust Toyota automobiles, which are well known for being able to handle potholes, the main characteristic of an African street.

On the contrary, one sees Mercedes, Lexus, Opel, and Volkswagen cars, emphasising Zimbabwe’s better road conditions and the historically higher purchasing power of its people.

Harare is relatively clean too; well-built houses with lush gardens are to be found in upper, lower, and middle-class neighbourhoods, while in the slums dwellings are made out of solid stone and people live in apartments. But while they are run-down, they are still in much better condition than the slums of Nairobi and Lagos.

At first sight, Zimbabwe already defies expectations. In essence, the country seems a lot more attractive than the international media coverage would suggest.

A country held captive by its past

Zimbabwe’s apparent sophistication may be one of the reasons why it is still in a gridlock.

 Once one of Africa’s wealthiest nations, the country has suffered political and economic mismanagement that has prevented it from realising its potential over the last several decades.

Despite this, even today many Africans outside of the country revere the country’s long-serving president Robert Mugabe. He liberated Zimbabwe from the colonial oppressor and created a place that, on the surface, is more developed than theirs.

African leaders don’t understand why Zimbabweans are complaining. They live better lives and are more educated than most of their African peers. So why would they condemn him?

On the contrary, Mugabe has recently been named chairman of the African Union, Africa’s largest political body, thereby encouraging, rather than condemning, his leadership style.

For Zimbabweans, Mugabe is both a hero and a villain. Herein lies the paradox that explains why Zimbabweans are paralysed and have accepted the repeated destruction of the economy by the country’s political leaders.

Even though Mugabe has limited their freedom and fostered toxic external relations that led to international sanctions, Zimbabweans cannot rebel against Mugabe and his Zanu PF party. Mugabe liberated Zimbabweans, he gave them back the land that was rightfully theirs, and he educated them.

Politics – change lies in the air

While Zimbabweans are torn between adoration and rejection of the country’s current political leadership, change lies in the air. Everyone I spoke to is anxiously, though passively, awaiting the post-Mugabe area. Irrespective of who takes on power, “anyone will be better than Mugabe,” a local business leader told me.

As Mugabe just turned 91, local newspapers were filled with calls to make his birthday a national holiday. Billboards advertising the president’s ninetieth birthday still line the streets, carrying the slogan, “With age comes vision”.

However, Mugabe himself is preparing for the time of his eventual exit from politics. Surprising government reshuffles have marked the last few months. He expelled and publicly discredited the popular vice-president, Joice Mujuru, long thought to be his chosen successor.

Not only is the ruling party marred by political infighting, but the opposition has also splintered as “everyone is trying to succeed Mugabe,” as Morgan Tsvangirai, Prime Minister in the Government of National Unity (2009-2013) and leader of one of the country’s main opposition parties, MCD-T, told me.

An economy in disarray

Amidst political rivalries, the economy has been neglected. There is a liquidity crisis. Banks don’t lend money except on high-interest, short-term loans. Hundreds of businesses closed last year alone, further reducing the tax base.

GDP growth, which rose to double digits between 2009 and 2013, has plummeted to 1.8% in 2014. At the time of strong growth, the economy had just come out of hyperinflation, replaced the Zimbabwean dollar with the US dollar, and was growing fast from a low base.

The strong US dollar, while beneficial to the economy at that point in time, is now making everything in Zimbabwe expensive and exports uncompetitive.

Despite all the economic mismanagement and political squabbles, businesses continue to operate and find opportunities in the Zimbabwean market. After various conversations with business leaders, I noticed that no one talks about politics unless directly asked.

Zimbabwe has been badly governed for too long for people to care anymore. They go on with their lives and do business as usual. Politics play out somewhere in the background.

Opportunities

While the formal economy is on the brink of collapse, business activity has moved underground. A parallel economy is emerging, taking over formal business structures. “The work that used to be done by big companies is now being done by small, semi-informal businesses at a cheaper price,” a real estate investor told me.

The FMCG sector in particular is benefiting from this move towards an informal economy in which more goods are purchased and sold on the streets. After seeing persistent growth in the last few years, the CEO of a consumer goods multinational company is planning to move some local manufacturing from South Africa to Zimbabwe.

“There are too many strikes in South Africa. Here we have a strong labour pool and excellent geographic position and we are confident that we will see much faster growth in the future,” she said. The market already accounts for the majority of sales for the company in the Southern Africa region.

Other businesses are also tapping into Zimbabwe’s strong talent pool and dollarised economy.

“I would advise a multinational to come and hub in Harare, take advantage of the talent pool and manage the region from here,” the CEO of a local insurance company pointed out.

In line with that, accounting firm Deloitte recently positioned its Central Africa practice in Harare.
Government interference in business – perception versus reality

Zimbabwe’s opportunities are real and plentiful, but many investors are still hesitant. Policies in the past have been detrimental to foreign investors, and businesses are afraid this could continue.

The government’s redistribution of farm land owned by white Zimbabweans and the implementation of the indigenisation policy, which requires firms in Zimbabwe to be 51% locally owned, does not help shore up confidence.

However, the reality seems to be different. Several executives emphasised that, despite populist rhetoric, politicians don’t typically insist on implementing the indigenisation policy.

Generally, government interference in business seems to be relatively low. The perceived risk seems much higher than the actual risk.

According to the head of the country’s investment authority, “the indigenisation policy is in reality much more flexible than assumed”. As of January, individual ministers responsible for certain areas of the economy have to decide on a deal by deal basis about the percentage of local ownership.

As the country is in dire need of investment, this new regulation is in fact favouring foreign businesses, many of which remain majority foreign-owned.

High risk, high return

Without a doubt, it remains risky to do business in Zimbabwe as the government under Mugabe is unpredictable. However, Zimbabweans are hopeful that a post-Mugabe era can only be more prosperous.

“The next head of state will have to fix the economy to survive,” a local fund manager pointed out. The country’s new leader would not benefit from the “liberation credentials” that have given Mugabe a carte blanche.

“Whoever comes next won’t have more land to give. There are no longer any populist tools out there to use. If the economic environment doesn’t improve, people will go onto the streets,” he reiterates.

It is impossible to predict if Mugabe will leave anytime soon, but foreign businesses are ignoring Zimbabwe at their own peril.

As the economy is classified as high risk, assets are very cheaply priced, allowing companies to buy property and businesses that could easily be re-established at a discount price just at a time when Zimbabwe is at the brink of major political change.

Zimbabwe may very well be rising as Africa’s best-kept secret.

Cleitus:  To better understand Zimbabwe you have to go back to when it was called Rhodesia.  In those days it was considered the riches country in Africa and the riches country in the world as far as minerals. It had over 70 minerals, including high grade chrome, platinum, lithium, gold not to mention diamonds..., many diamonds.

 Their platinum reserves are estimated to last for 400 years.  Today they are an oil producing country that can sustain itself with their own fuel. They also are rich in producing agricultural products especially coffee.  

It's worth doing some homework on this country. I personally believed, for many years, that once Zimbabwe got out from under the clutches of the Communist dictator Mugabe it would join the rest of the world and take its rightful place.

Update: Zimbabwe finally issues controversial Bond Notes money

The long awaited controversial token money, the Bond Notes, is finally available and will be released to the market early next week, Zimnews has learnt.

The Zimbabwe reserve bank has already started massive educational campaigns throughout the country to prepare people for the Bond Notes.

“During the past two weeks we have been securing money and it is coming but do not abuse it..” Reserve Bank of Zimbabwe governor John Mangudya said.

Speaking at a luncheon organised by the St Luke’s Anglican Church in Greendale, Dr Mangudya said the bond notes could not be introduced without carrying out wide awareness campaigns as people would be duped. He dismissed speculation that the current cash shortage was a result of the impending introduction of the bond notes. He said the shortage was a result of more imports and low exports.

The governor could not explain why there were reports, last week, suggesting that a Germany company tasked with printing the token money had refused to do so.

Bruce:  Welcome everybody back to the Big Call.  Quite a bit has happen the last 5 days or so. I am going to recount what I have heard. The sources we have on the call generally find information that isn’t everywhere else.

Generally speaking what I get is information particular to certain transactions to take place could be bond trading, currency. We are able to get an inside look on some of the transaction are, and based on that determine where we are as far as Tier 1, 2, and 3.

Bruce:  Welcome financial institutions especially those first time listeners. Special welcome to our international listeners.   We are thrilled we are getting audience outside the United States.

Financial institutions know the lead bank is Wells Fargo bank in the transactions. With them working in conjunction is HSBC and AIIB, People Bank of China who is fronting the resources for all the transactions we are doing and looking for. Canadian partners are Royal Bank of Canada, Scotia Bank, TD. Also Latin partners, Moca Pocia Bank, Banamex Bank, also where ever HSBC is. Also, for our friends over in down under in Australia and New Zealand, ANZ Bank, and other banks down there.

ruce:  What is interesting we know currency appear on Forex and other sites amateur type sites you can look at rates. Today the rates we are looking for the new currency rates are on the Forex but not visible for us in the United States, but visible other where.

If people can try to do is to get through the whole transaction, it comes up with pending notification. What is new about that is before the currencies that we were talking about were not even on the Forex with the new bank or screen rates. 3 different rates we talked about, now down to 3 rates, was 4 rates. The 3 rates are: 1st Rate) Screen, bank, or market rates, all 3 basically the same thing. 2nd Rate) Usually up but not always could be below screen rate, the rate when you have an agreement or contract.

Those rates are generally higher, part of a contract you sign. 3rd Rate) Use to be sovereign rate but now known as Privately Negotiable rate. Negotiable rates are on all the currencies not just the ZIM.  Those 3 rates primarily are what we are talking about. There is a sovereign rate geared toward sovereign nations or countries. That rate has been extended to them. That is a rundown of those different rates.

Bruce:  We are in a situation where the actual market rate is quite high, more than we ever thought. If you have plans to do humanitarian projects or major hiring of people, job creations that is where you can present that at the time of your redemption and negotiate the higher rates. If you have no intention of doing nothing for humanity, ministry, job creation, saving business, then the screen rate would apply to you.

My understanding is that is sort of the rate the public would get when they would come in when it is their time to exchange. The Forex for us should be visible in the vicinity of November 2. The Public, the John Q public, those not watching this, not paying attention to calls or blogs, someone who was gifted, I understand they may start around the same time around November 2. They would use the normal banks that do currency exchange.

Those of us paying attention on this call know there are redemption centers, those locations are in the vicinity of 6800 in North America, in US and Canada, not including Mexico headed by Wells Fargo in conjunction with Abbott Downing.  Also Chase Bank, Bank of America, Citibank. For the most part the exchange locations, redemption centers have been put together operating under Well Fargo and Abbott Downing particularly to help us with the ZIM exchange. When it comes to the ZIM, the rates are quite high.

The ZIM is the main situation because it is a currency for us but really a bond so much value than we thought. Those who have that currency well do quite well when it comes to their exchange for those bonds in the redemption center.

Bruce:  The banks are all set, lock down security. Everything is in a go mode. What we are looking for is a toll free number to call set appointment very organized and orderly to do our exchange at an appointed time. Not quite sure how it will come about whether by call, or text or even a link or go to this site for further information situation, not sure how it is going to work. We can respond quickly to that to set our appointment. ZIM holders preference to get in and out of the redemption center.

Bruce:  It is the desire of Zimbabwe to put out their new currency which is suppose to come out October 31. Before that new currency is issued, they want the currency we have to be redeemed. To redeem this is what we are holding to back in value their new currency which has much lower denominations. We did not know that was coming.  We found it out today. Zimbabwe wants to get that done.

Bruce:  What is happening around the world in some of the North America countries is the concept of parity.  Parity or being on par with, parity of the Canadian dollar and Aussie Dollar, maybe parity between the Swiss Franc with or about to be on par with the USD. Maybe the Euro and the British pound will also find parity with the dollar. Seven currencies are about to be on par with the US dollar. The dollar has gone up, gone down. USD had an USD index of 93 then up to 99. We are right there. Major currencies of the world coming together being on par.

Bruce:  The UN operational rates coming up again to take in effect November 1. At the end of the month they adjust then are visible on the first of the next month. The Forex is visible around the world but not here in the United States. The John Q public should start at the same time around November 2.

Bruce:  Where does that put us? A waiting mode to expect the toll free number at any moment between now and then. Could be right away or slight delay. We are right where we need to be to be done before John Q begins. I think that is the timing they intend with the information I understand. Some of the major humanitarian funding people are suppose to be liquid about now tonight. Other people in Tier 3 have full access to their accounts and funding for their humanitarian projects. We heard that this morning.Tier 3 is wrapping up. In the overall scheme of things Tier 3 is complete.

ruce:  We understand certain groups have people who have SKR and ready to go. I believe in my heart of hearts, the groups will go basically when we go. The shot gun start would include the groups and the internet group approximately the same time. Our notification should come the same time when the groups initiate out west. Also finally liquidity and the availability of humanitarian funding also occur the same time when the go ahead for the group and internet group. All close to the shot gun start.

Bruce:  With that, we understand a lot has happened. A lot has occurred. I can’t go into a lot of detail. For example in Iraq yesterday now the Iraqi dinar is being traded and trying to get value up. Also the Iranian Rial reinstated their rate. The Dinar and Rial should go together at a value rate. The dinar information was printed in the Gazette and made known in the country of Iraq.

The Gazette with this information is not available to us yet. We should see that in the Gazette. Until we are ready to go, that information will be kept quiet. Iraq is ready, they are complete.

Very good news today to report. Again I say it is moving so quickly. The month of October is now almost over and yet it seems it just began. The battle waged against ISIL is only in its second week and already they are telling us the army is poised for the final phase and a huge push to rid Iraq of the terrorists.  

An important meeting yesterday with USA envoy to Iraq Macgork and Maliki. In reading this article (see article below) you can’t help to find it amazing how contradictory Nori al-Maliki can actually be. He had the nerve to talk to Macgork and make a grand speech about how the “Status of Forces” agreement should be adhered to.

Really Maliki? Hey – Maliki let’s get the facts straight here.....


ren’t you the one in 2011 who fused to put together and agree on a renewed cooperation with the USA in this matter of security, thus no “Status of Forces” agreement could be reached back then, thus ISIS (along with the Iranian militias) began infiltration into Iraq shortly thereafter to fill the gap of the exiting USA?

Wasn’t it Maliki who did not properly train the Iraq army and prepare them properly for the defense of Iraq, as the USA handed off the continuance of this task to the prime minister back in 2011?

Was it not the corruption of up to 50,000 ghost soldiers on the payroll with no actual soldiers in the field to defend Iraq? (Not to mention the corruption of loss revenues in the Defense ministry that could have been used to pay to bolster the defense forces and equipment.)

Oh- did I mention the loss of billions worth of equipment to ISIS in 2014. Equipment left behind by the exiting USA forces?

Wasn’t it Maliki who told his army to stand down and retreat from ISIS in 2014?

I swear as long as I live I will never see a more phony, bigger pathological liar person in all my days! This man is evil and satin in the flesh. Yet he still exists in Iraq and even meets with delegates from the USA. Clearly he is being protected. However his day of reckoning too is coming just be patient.

Remember the article I presented to you last week about the effort underway to get rid of Maliki as head of the Dawa party? Do you see now how Maliki all of a sudden decides he is going to cooperate? After the Dawa party there is nowhere else he can hide.

Just so you know…- USA and Iraqi politicians, we didn’t forget!

President of a coalition of state law, Nuri al - Maliki received, on Tuesday, the special envoy of the US President for the management of the international coalition, Britt Macgork.

Information Office, said the president of a coalition of state law, in a statement, that "The meeting reviewed the developments in the political and security situation in Iraq and the region, was to emphasize the importance of continued international effort to support Iraq in its war against terrorism."

The statement added that "the armed forces in all its different forms and popular crowd and the Peshmerga have succeeded in defeating Daash, after being expelled from territories occupied in the past, considering liberalization of Nineveh marks the beginning of the refraction to organize Daesh in the region and the demise of the causes of violence and crime in the world." 


According to the statement, al-Maliki stressed "the need to expand cooperation with the United States of America under the strategic framework agreement,reiterated his rejection of the Turkish presence on Iraqi territory under the pretext of the fight against the terrorist organization Daesh."

The statement pointed out that the Macgork stressed "the United States' commitment to support Iraq in its war against terrorism through military support and humanitarian aid for the displaced."

I went back to the Commission on oil and energy parliamentary legislation draft oil and gas law in the House of Representatives as difficult without access agreement between the federal government and the Kurdistan Regional Government.

The committee member said Awad al-Awadi, in an interview for "Economy News", "Our Committee has a work schedule for follow-up and control, as well as legislation that some oil and energy special laws, expressing deep regret lingering problems that led to the obstruction of the work of parliamentary committees, including the Committee on Energy.

Among al-Awadi, that without an agreement between the federal government and the Kurdistan region and the oil-producing provinces, "the enactment of the oil and gas law is very difficult", so it need a political agreement for the legislation there must be an agreement between all the parties and after the enactment of the Act.

The Commission on oil and energy parliamentary called on the eighteenth of February, the governments in Baghdad and the Kurdistan region to initiate a serious dialogue about the oil and gas law.

 
(Iraqi council of ministers knows they must have a legal law to administer the oil and gas policy in the country. This is much more than just the distribution of the 17% of the oil revenue to Kurdistan. I have explained many times already in my news letters just how involved this HCL really is. This new law now also includes the Article 140 provisions. So now we see yet more news come out as they are meeting again on this issue and will continue to meet and change the draft HCL until it satisfies everyone and can be voted on. This is needed prior to any RV. It is closed than ever and I believe they will be done with this law in the next couple weeks….finally!)

The prime minister Haider al-Abadi, Tuesday, Iraqi forces engaged in "an advanced stage" of liberalization city of Mosul, as expressed his intention to continue the training of security forces and restructuring away from the aspects of "sectarian", called for a move away from the officials selected on the basis of affiliation.
 
Ebadi said during a news conference in Baghdad, "We have entered into an advanced stage of liberalization of Mosul, and our plan not to evacuate the cities of its population during the liberation operations," pointing out that "the ongoing cooperation between the security forces and special committees under the auspices of the displaced and we were able to provide food and fuel for displaced families in the liberated areas. "
 
Abadi said that "the international coalition surprised by the ability of the military in the war on Daesh, and we must continue to train the security forces and restructuring away from sectarianism and Almkoonatih aspects", calling for a "get away from the officials selected on the basis of affiliation and not on the basis of merit."

An elite unit of the Iraqi army paused its week-long advance on Mosul as it approached the city's eastern edge on Tuesday, waiting for other U.S.-backed forces to close in on Islamic State's last major urban stronghold in Iraq.

Seeking to relieve pressure on their forces controlling the northern Iraqi city, Islamic State fighters who have waged counter attacks across the country battled Iraqi troops in the desert town of Rutba, 450 km (280 miles) to the southwest.

On the ninth day of the offensive on Mosul, government forces and allied Kurdish Peshmerga fighters are still fighting their way toward the city's outer limits, in the early stages of an assault which could become the biggest military operation in Iraq in over a decade.

The first to get near to Mosul, advancing to within two kilometers (just over a mile) of Iraq's second largest city, was the elite U.S.-trained Counter Terrorism Service (CTS).

CTS troops have moved in from the east, dislodging Islamic State from a Christian region that has been empty of residents since the ultra-hardline Sunni militants took it over in 2014.

The combat ahead is likely to be more difficult and deadly because of the presence of civilians. Some 1.5 million residents remain in the city and worst-case forecasts see up to a million being uprooted, according to the United Nations. 

U.N. aid agencies said the fighting has so far forced about 9,000 to flee their homes. U.N. human rights spokesman Rupert Colville said Islamic State fighters have reportedly killed scores of people around Mosul in the last week.

Colville said that security forces discovered the bodies of 70 civilians in houses in Tuloul Naser village south of Mosul last Thursday. Islamic State also reportedly killed 50 former police officers outside Mosul on Sunday, he said.


(Many wonder about the progress of the battle for Mosul. Well the article above is telling us that after only 9 days of fighting they are moving now into the finalphase. I totally believe they will be done by the end of this week and move on to the reconstruction and resettlement phases. Folks- this does not automatically mean an RV. So don’t get all hyped up. Does Iraq need security? Yes- and getting rid of Daesh certainly moves them to that goal. But remember they still need the laws passed. They also told us a target timeframe of “early 2017”. We still have not heard any news about re-education to the citizens or the launching of the lower denominations and this we know are the next steps they must take in the final rounds of the process towards any significant increase in the value of the dinar…the final phases of the long 5 year process in this effort to moving to the international exchanges…so relax! It’s coming….)

According to US Secretary of Defense Ashton Carter, said Tuesday, "we we will accelerate our plans to end the presence of militants Daesh in the city of Mosul."

Carter said at a news conference with French Defense Minister Jean-Yves Le Derian, "Iraqis are fighting with skill and courage during the liberation of Mosul," he said, adding that "the tenderness is the second objective of the international coalition after Mosul."

He said the US defense secretary that "the return of foreign terrorists in their ranks Daesh to pose a significant threat to us," noting that "we have agreed to help the allies in the elimination of Daesh and achieve peace in Iraq and Syria." 

And between, "and on the issue of power which will be used for the Liberation of tenderness I must say that our strategy will rely on local forces of Syrians know the land well and we support them."

The minister stressed that "even after being eliminated on Daesh in Iraq and Syria, we will continue our fight against terrorism and the remaining Daesh networks." 

For his part, the French defense minister that "we continue to progress for the Liberation of Mosul operations in accordance with the agreed timetable," noting that "Daesh will be weaker after the restoration of Mosul in Iraq."

He went on saying that "the restoration of the city of Mosul, will have a major role in the restoration of tenderness Daesh process," noting "We are focusing now on gathering information on the movements of the terrorists in Iraq and Syria."



(I find it very interesting that now when they talk about fighting Daesh they mention both Iraq and Syria in the same breath, as if these two efforts are linked together)
