Iran Repatriates 13 Tons of Gold Under Sanctions Relief, 4 JULY

Iran to receive $11.9 billion in sanctions relief as nuclear negotiations end

VIENNA—Iranian officials said Monday that the Islamic Republic’s Central Bank has successfully repatriated 13 tons of gold as part of a package of sanctions relief provided to Iran by U.S. and Western powers.

The gold was transferred to Iran by the government of South Africa, which had been holding onto the assets due to harsh sanctions meant to pressure Tehran to rein in its rogue nuclear program.

The gold appears to have been released as part of a sanctions relief package that will have awarded Iran nearly $12 billion in unfrozen cash assets by the time negotiations wrap up next week.

Iran received $4.2 billion in unfrozen assets under the 2013 interim agreement with the United States and was then given another $2.8 billion by the Obama administration last year in a bid to keep Tehran committed to the talks.

The State Department calculates that Iran will have received a total of $11.9 billion in cash assets.

The governor of Iran’s Central Bank announced to the country’s state-controlled media that the South Africans have finally returned the 13 tons of gold.

“A sum of 13 tons of gold that had been purchased before and was deposited in South Africa in the past two years and could not be transferred to Iran due to the sanctions… was delivered to the Central Bank of Iran’s treasury last night,” Central Bank Governor Valiollah Seif was quoted as saying by the Fars News Agency.

Seif said Iranian officials had been working for some time to secure the gold’s release, but that the country was prevented from doing so as a result of the “illogical problems that were created under the pretext of the sanctions.”

“The removal of Iran’s sanctions and gaining access to the country’s financial and gold resources abroad is one of the main objectives of Iran’s negotiating team in the ongoing nuclear talks,” Fars reported.

Meanwhile, Iran’s ambassador to Paris this weekend stressed that his country’s main objective in the talks is to end international sanctions, which had nearly crippled Iran’s economy at their peak.

“Fortunately, the West has come to realize that the weapon of sanctions has not been effective and has been forced to change its approach and recognize Iran’s legitimate rights,” the official was quoted as saying on Tuesday.

Iran’s GDP has grown 3 percent in the last year, prompting experts to warn that ongoing sanctions still imposed on Tehran are not working.

“The report represents the latest sign of improvement in Iran’s economy in part as a result of the partial sanctions relief it received after signing an interim nuclear agreement in November 2013,” according to Iranian expert Saeed Ghasseminejad, an associate fellow at the Foundation for Defense of Democracies (FDD).

This rate of growth has enabled Iran to grow its oil sector and halve its rate of inflation.

“The erosion of the sanctions regime raise serious questions over Western countries’ leverage over Tehran in nuclear negotiations, and whether reaching an acceptable nuclear deal is even possible,” Ghasseminejad said. LINK

Russia Announces BRICS ‘Virtual Secretariat’

As it prepares to flaunt its new financial instruments by declaring them open for business during a Summit next week, the bloc has said a ‘virtual secretariat’ is being established.

“We do need organisational principles in order to feel more comfortable drafting documents and communicating with colleagues in the BRICS capitals. A so-called “virtual secretariat” is being created for this purpose on the same principle as the network university. This is an e-facility that will maintain communication between the principal agencies in the five countries,” Russian Foreign Minister Sergei Lavrov said.

He was speaking at a BRICS Youth Forum in Moscow on Thursday.
The BRICS countries make up about 40% of the world’s population and a combined economy of about $16 trillion.

BRICS emerged organically. There was no artificial initiative…Announcing the establishment of an organisation with member-cards and a headquarters would mean bureaucratising the cooperation process that currently suits absolutely everyone,” Lavrov said in response to a question at the Youth Forum.

“When the leaders and other participants in the BRICS process feel that they need a standing structure with a base somewhere, they will adopt the relevant decisions. For now, however, we have the optimal format for the development of BRICS,” he added.
The BRICS countries have announced a new BRICS Bank and a $100 billion currency reserve fund, institutions that are expected to rival the World Bank and the IMF in the near future.

The China-led Asian Infrastructure Investment Bank, the first new multilateral development lender in decades has also won support from governments around the world, some of them prominent US allies like Britain, France, Germany, Italy, Australia among others.
The headquarters of the BRICS Bank and AIIB will be in the Chinese cities of Shanghai and Beijing respectively.

The five emerging economies are also looking at creating a new Energy Alliance and a BRICS rating network to counterbalance the Big 3- Moody’s, Fitch and S&P, which together account for a 90 per cent share of the ratings market.

The Russian Foreign Minister on Thursday said “a new and very important period has begun in the group’s activity”.

“BRICS is also a centre of gravity for those who think the same way and favour a more just system of international relations, including economic ties,” Lavrov added.
Russia has hosted BRICS civil and academic forums in the run-up to the Leaders Summit on 8-9 July in Ufa.

The BRICS have evolved from the original four-member term coined in 2001 by then-Goldman Sachs economist Jim O’Neill to describe the growing weight of the largest emerging markets in the global economy. In 2011, South Africa joined to give the BRICS a broader geographic representation.

The Counterfeit Detection Act of 1992, Public Law 102-550, in Section 411 of Title 31 of the Code of Federal Regulations, permits COLOR illustrations of U.S. currency provided: 

• The illustration is of a size less than three-fourths or more than one and one-half, in linear dimension, of each part of the item illustrated 

• The illustration is one-sided 

• All negatives, plates, positives, digitized storage medium, graphic files, magnetic medium, optical storage devices, and any other thing used in the making of the illustration that contain an image of the illustration or any part thereof are destroyed and/or deleted or erased after their final use. 

Other Obligations and Securities

Photographic or other likenesses of other United States obligations and securities and FOREIGN CURRENCIES are PERMISSIBLE for any non-fraudulent purpose, provided the items are reproduced in BLACK & WHITE and are less than three-quarters or greater than one-and-one-half times the size, in linear dimension, of any part of the original item being reproduced.

Negatives and plates used in making the likenesses must be destroyed after their use for the purpose for which they were made. This policy permits the use of currency reproductions in commercial advertisements, provided they conform to the size and color restrictions. 

Motion picture films, microfilms, videotapes, and slides of paper currency, securities, and other obligations may be made in color or black and white for projection or telecasting. No prints may be made from these unless they conform to the size and color restrictions.

Coins

Photographs, printed illustrations, motion picture film or slides of United States and foreign coins may be used for any purpose.

With few exceptions, existing law generally prohibits the manufacture, sale or use of any token, disk or device in the likeness or similitude of any coins of the United States, or of any foreign country, which are issued as money.

U.S. Postage Stamps, Foreign Postage Stamps and Revenue Stamps

Printed illustrations of United States and foreign stamps are permissible for any non-fraudulent purpose. Black and white illustrations of uncanceled United States and foreign postage stamps are permissible in any size.

Color illustrations of uncanceled United States and foreign postage stamps must be less than three-fourths or more than one and one-half times the size of the genuine stamp.

Cancelled United States and foreign postage stamps may be of any size whether the illustrations are in color or black and white.

Note: Canceled U.S. and foreign postage stamps must bear an official cancellation mark, i.e., the stamps must have been used for postage. Also, the plates and negatives, including glossy prints, of any United States or foreign obligations must be destroyed after their final use for the purpose for which they were made.

Printed illustrations of United States and foreign revenue stamps are permissible in black and white only. There are no size restrictions for revenue stamps.

This report is called the Report of International Transportation of Currency or Monetary Instruments, FinCEN Form 105. 

Furthermore, if you receive in the United States, currency or other monetary instruments in an aggregate amount exceeding $10,000 (or its foreign equivalent) at one time, which has been transported, mailed, or shipped to you from any foreign place, you must also file a FinCEN Form 105. 

This form can be obtained at all U.S. ports of entry and departure or on the Web at

    Monetary instruments include:

    1) U.S. or foreign coins and currency;

    2) Traveler checks in any form;

    3) Negotiable instruments (including checks, promissory notes, and money orders) that are either in bearer form, endorsed without restriction, made out to a fictitious payee, or otherwise in a form that the funds can be transferred to another person;

    4) Incomplete instruments (including checks, promissory notes, and money orders) signed, but with the payee’s name omitted; and

    5) Securities or stock in bearer form or otherwise in a form that the funds can be transferred to another person.

    However, the term “monetary instruments” does not include:

    1) Checks or money orders made payable to the order of a named person which have not been endorsed or which bear restrictive endorsements;

    2) Warehouse receipts; or

    3) Bills of lading.

    Reporting is required under the Currency and Foreign Transaction Reporting Act (PL 97-258, 31 U.S.C. 5311, et seq.), as amended. Failure to comply can result in civil and criminal penalties and may lead to forfeiture of your monetary instrument(s).

Iraqi jets have in the past year dropped leaflets on Mosul and other ISIS-controlled areas, asking people to stand against the radical group.

“The leaflets talk about attacking Mosul at zero hour,” said Mamuzini. “They also say that the government will soon start broadcasting instructions and information to the city on FM radio waves.”

Iran and world powers reach tentative agreement on sanctions relief, 4 JULY

World powers and Iran have reached tentative agreement on sanctions relief for the Islamic Republic, among the most contentious issues in a long-term nuclear agreement that negotiators hope to clinch over the next several days, diplomats said on Saturday.

The annex hammered out by experts, one of five meant to accompany the agreement, outlines which US and international sanctions will be lifted and how quickly. Diplomats said senior officials of the seven-nation talks, which include Secretary of State John Kerry and Iranian foreign minister Mohammad Javad Zarif, still had to sign off on the package.

Still, the word of significant progress indicated the sides were moving closer to a comprehensive accord that would set a decade of restrictions on Tehran’s nuclear programme in exchange for tens of billions of dollars in economic benefits.

Officials had described sanctions relief as one of the thorniest disagreements between Iran and the US, which has led the international campaign against Iran’s economy. The US and much of the world fears Iran’s enrichment of uranium and other activity could be designed to make nuclear weapons; Iran says its programme is meant only to generate power and for other peaceful purposes.

The diplomats, who were not authorised to speak publicly on this past week’s confidential negotiations in Vienna, said the sanctions annex was completed this week by experts from Iran and the six world powers it is negotiating with: the US, Britain, China, France, Germany and Russia. They did not provide details of the agreement.

A senior US official did not dispute the diplomats’ account but said work remained to be done on “Annex II” before the issue could be described as finalised.

Negotiators are striving to wrap up the deal by 7 July. Along with inspection guidelines and rules governing Iran’s research and development of advanced nuclear technology, the sanctions annex of the agreement had been among the toughest issues remaining to be resolved.

Iranian officials, including Supreme Leader Ayatollah Ali Khamenei, have made repeated demands for economic penalties to be lifted shortly after a deal is reached. Washington and its partners have said they will take action after Iran verifiably complies with restrictions on enrichment and other elements of the nuclear programme.


Much of the negotiation on the matter has concerned sequencing, so both sides can legitimately claim to have gotten their way. Several other matters related to sanctions also had posed problems.

The Obama administration cannot move too quickly to remove economic penalties because of Congress, which will have a 30-day review period for any agreement during which no sanctions can be waived.

American officials also had been struggling to separate the “nuclear-related” sanctions it is prepared to suspend from those it wishes to keep, including measures designed to counteract Iranian ballistic missile efforts, human rights violations and support for US-designated terrorist organisations.

And to keep pressure on Iran, world powers had been hoping to finalise a system for snapping suspended sanctions back into force if Iran cheats on the accord. Russia has traditionally opposed any plan that would see them lose their UN veto power and a senior Russian negotiator said only this week that his government rejected any automatic “snapback” of sanctions. LINK

Jordan's national debt has soared to dangerous levels due to the combined effects of war, an economic slump and the rising costs of power generation, according to the chairman of the parliament's economic committee.

In an exclusive interview, Kheir Abu Seileik said the national debt now exceeded what was considered "acceptable" limits.

The IMF's latest report on Jordan said public debt stood at 91.1 percent of GDP in 2014. Kheir Abu Seileik said he expected it would reach 92.6 percent this year.

Jordan is due to receive the latest tranche of a $2bn IMF loan, which will push public debt higher.

Syndicated columnist Charles Krauthammer told viewers on "Special Report with Bret Baier" that Greece's prime minister urging his countrymen to vote against the referendum on fiscal austerity this coming Sunday is "economic suicide."

He likened the move to drinking from a poisonous plant: "It's a taking of hemlock. The Greeks have a history of this, it was once noble. I can't believe they're going to do this."

Panel member Tucker Carlson, a "FOX and Friends Weekend" host, questioned whether it was wise for Greece to join the single Euro currency, "Has membership in the EU really helped Greece? I mean this is a country that doesn't have anything in common with other countries."

"75% of Greeks retire by the age of 61. This is a country that doesn't have anything in common with Germany. Why are they in this union?" Carlson said.

   Article quote:  "...the Cabinet's decision to vote on the draft anti-money laundering law submitted by the central bank, which was put on according to the latest international standards and agreements and coordinate directly with the World Bank and the Financial Action Task Force and international organizations..."   I don't believe I have seen it in writing in the IMF Article IV Consultations, but I would expect that such law would be a requirement also prior to acceptance to Article VIII.  It has already been stated by a few, this is no slam dunk.  To many corrupt Iraqis would prefer to keep stealing over the passage of this.  It will be interesting to see how it is received in parliament.

Those trade agreements are with countries...and those countries are similar to customers to Iraq and Iraq is similar to a customer to those countries. So think...trade...with over twenty (20) different countries that have different currencies. When Iraq introduces the IQD to the world currencies markets, these are some of the first countries that will start conducting international commerce with Iraq and the Iraqi Dinar.

NEWS RECAP :Zimbabwe dollar back, 4 JULY

HARARE- President Robert Mugabe’s desperate regime, which is gnashing in the throes of a new economic meltdown, is planning to re-introduce the Zimbabwe dollar by August, and no later than the end of 2014 at most, high level officials in the administration have confirmed.
The Telescope News, also has it on good authority that cabinet is split over the issue, with the majority preferring the current multi-currency regime system dominated by the U.S dollar and South African Rand. The others are vehemently opposed to the whole set-up, and have secretly been complaining that, the country cannot be spearheading an indigenisation drive, yet it has no currency of it’s own, thus: “Without financial sovereignity, we cannot talk about national sovereignity nor so called territorial integrity,” said one minister who has been moved to another economic related portfolio.
“We are sitting on a time bomb,” he said. “This country cannot go on like this, we thought that the use of other currencies was limited to the coalition government. This talk about chaos coming to town, if the Zimbabwean dollar is back is nonsense. The authorities must simply address the production side of the economy, and make sure our crucial diamond money is banked inland, and not in hideous offshore accounts.”
However, the real motive of bringing back the local currency, has reportedly been precipitated by intelligence gatherings, by the secret service better known as the Central Intelligence Organisation (CIO), who have allegedly informed Mugabe that, it was prudent to re-introduce the Zimbabwe dollar “for psychological and nationalistic reasons” without necessarily doing away with currencies from Washington and Beijing.
“There is a groundswell of anger within the civil service over failure to meet salary payments and promised increments,” said an intelligence source. “Government has been advised to make use of the local dollar, to meets it’s ballooning civil wage bill, while allowing service providers to continue offering services mainly in U.S dollars and the Chinese Yuan. The plan is to roll out the curreny by August, or no later than December 2014. Other incentives and vouchers in U.S dollar terms are being considered to, cushion our civil servants.”
The Telescope News, reported last week on receiving news that Mugabe’s administration, is on the verge of re-introducing the Zimbabwean dollar, a move being touted as a panacea, by Harare to beat a serious liquidity crunch, that now threatens to undermine government operations.
The funding crisis, has prompted fears of mass discontent and civil disobedience, which might result in calls for Mugabe to step down. The ailing Zanu PF strongman, warned last week that security forces, are ready to crush any violent protests and mass action organised by the opposition, MDC.
Addressing Zanu PF supporters at the National Stadium, in commemoration of the country’s 34 years of independence, Mugabe boasted that the army was his fist, ready to deal with troublemakers. “If people are going to go out merely to create violence because they are being instigated….then they are mistaken in their belief. They must look at us and look at our history,” Mugabe said. “If they see our silence and forget who we are and believe we are now dormant, we will make them dormant. I may be 90 years old but you see this fist of mine, its 90 tonnes and I will not hesitate to use it. My army is my fist and we will deal with you.”
The reserve bank last week dismissed reports of the imminent return of the Zimbabwe dollar. Early this year, the then acting governor, Charity Dhliwayo, while presenting the 2014 Monetary Policy Statement said the Zimbabwe dollar was not coming back soon, as speculated by the media, and instead announced the addition of currencies from China, India, Japan and Australia to the bag of international currencies circulating in the country.
“Trade and investment ties between Zimbabwe, China, India, Japan and Australia have grown appreciably,” said Dhliwayo. “It is against this background of growth in trade and investment ties that in the 2014 National Budget, the Honourable Minister of Finance and Economic Development underscored the importance of including other currencies in the basket of already circulating currencies. In this regard, we wish to advise exporters and the general transacting public that in addition to opening of accounts denominated in Botswana Pula, British Pound Sterling, Euro, South African Rand, United States Dollar, individuals and corporates can also open accounts denominated in the Australian dollar, Chinese Yuan, Indian Rupee and Japanese Yen.”
Government is reeling, under a massive external debt topping about US$10 billion, last year. The arrears are stifling sustainable economic growth and limiting Harare’s ability to access new financing critical for economic revival. The external debt alone, has seen Zimbabwe reaching an appalling global rank of 101. The country’s external debt is similar to that of Bosnia and Herzegovina, Ethiopia, Oman, Syrian Arab Republic, Côte d’Ivoire, Uzbekistan, Nicaragua, and Azerbaijan, itself a league of failing economies. Nicaragua and Azerbaijan have a global ranking of 105, and 106 respectively.
Expert and official figures show that total revenue collections by treasury during the year 2013, up to November amounted to $3,360 billion, against a target of $3,395 billion, resulting in a negative variance of $35 million. Cumulative expenditure on the other hand had a $130 million overrun during the period under review.
Government expects to collect $4,4 billion in revenue in 2014 up from $3,8 billion this year.
Already civil servants are growing impatient and in increasingly revolt mode, after government has delayed, for the second time in a row, to meet their pay dates. The Civil Service Commission, through secretary Pretty Sunguro, last week issued a statement that all civil servants, who were supposed to get paid on Tuesday, will now access their April salaries this Thursday.
“The Civil Service Commission advises that the ministry of Finance has moved the pay date for April 2014 for the rest of the civil service from April 22 to April 24 of 2014,” she said. “The ministry of Finance has attributed the change in pay dates to the upcoming Independence and Easter holidays, which will affect the transmission of funds within the banking sector.”
Former finance minister Tendai Biti, has already warned against the re-introduction of the local currency, describing the move as the ‘stupidest’ thing for Zanu PF and Mugabe to do, following media reports in South Africa that plans to secretly re-introduced the Zimbabwean dollar by government, had moved into full throttle.
‘‘While it will be stupid to bring back the Zimbabwean dollar let us remember that Zanu PF is known for doing stupid things,” Biti told SW Radio Africa’s Cutting Edge programme. “There is nothing that can stop them from printing the Zimbabwean dollar; they can print trillions of that but how will they get them into the market? They might force it on the civil servants but all service providers will reject that money. There is no country in the world that has dollarized involuntarily like we did that has been able to get back to its own currency. They tried it in Cuba that failed.” LINK
