I come to you today to give you a recent update on the election process and how this relates towards the international rollout of the IQD for Iraq. The news was so overwhelming and just pouring out of Iraq.

This is a time of great anticipation and expectation not only for our ability to finally exchange our IQD but also for the people of Iraq. They too have been waiting but a lot longer than we have. Don’t forget they had more than 20 years with Saddam and then that last 10 years of war. occupation and Maliki. When is it all going to settle down for these people? When will they finally see some resemblance of peace and prosperity?

If you have not read my previous news letter from Friday 7/28,  I encourage you to first read it. Today's news letter, as in all my news letters, is a continuation of the ongoing saga of the IQD RV process.
Today’s News

It is Wednesday 7/30 and all the news from Iraq is very, very good. Very good for the people of Iraq and very good for us investors.

Today the MP for the Liberal bloc, Riad al-Saadi indicated that the National Alliance has five candidates for the post of prime minister while noting that the outgoing  Prime Minister, Nuri al-Maliki, withdrew his candidacy for the post because of political pressure.

I got to tell you I waited to write this news letter today since I was not sure if Maliki did in fact withdraw his candidacy. The “super bloc” worked. I do whole heartedly believe that Maliki finally turned in the white flag of surrender due to this new political "super bloc".

Over the last couple months we have already heard on  three different occasions when he had  resigned, then he was back in politics, then he withdrew his candidacy again, then he was back in politics again, then resigned again. So what is it?

So after talking to many of my sources I have come to the conclusion that in fact he would still like to have a 3rd term, if possible, but under political pressure he did finally withdrew his candidacy early today. This is not rumor (at least for now….lol….just kidding....)

So who are the candidates for PM?

As I have said in my last news letter from Monday 7/28 and from previous recent news letters, that when we finally get the list of candidates for prime minister from the National Alliance bloc, the actual voting in parliament is not very far away.

I still believe that they will take the final vote prior to Aug 5th and they will seat and announce their new prime minister to the world. It is not done until we actually see it announced to the world and on public TV for all to see. So we are now in a 6 day window to see this happen. It could literally happen any day, like maybe tomorrow.

So today the names of the five candidates were revealed to us as follows:

1) from the largest bloc in parliament (180 seats out of 328) the National Alliance are:
Ahmad Chalabi
and
Adel Abdul Mahdi

2) from for the State of Law coalition:
Hussein al-Shahristani
and
Hadi al-Amiri

3) from the Mass Reform bloc
 Ibrahim al-Jaafari,

I believe the most likely to win due to his support from all the parties outside the National Coalition is Al Jaafari. We wait and see how it turns out. Note Maliki’s name was not presented as a candidate.

The Continuing 2014 Budget Saga

In past news letters I mentioned that Jubouri, the speaker of  parliament, instituted a formation of a temporary committee by the House of Representatives, to work on the budget. This committee included 17 members, headed by Salim.  This legislation has become an immediate  necessity.

Today Iraq parliament sent a modified version of the 2014 budget bill from the committee to the federal government for approval. Next it was sent to the House of Representatives for approval.

Mainly the past differences and issues related to this 2014 budget has been between the governments in Baghdad (GOI) and Erbil (Kurds) on the export of oil from the province of Kurdistan. Mainly it is from how much revenue Kurdistan will be granted from the sales. I have to tell you that 7 months ago, when discussions first began on this topic, there should have been no dispute since the percentage of revenue going to the Kurds had already been spelled out and agreed upon, long time ago. Now they only want the GOI to live up to the past agreements.

Why do I keep mentioning this budget?

So today the really good news is the budget approval has happened in parliament after the members agreeing on all points. This new budget was agreeable to  members of the parliamentary bloc of the State of Law and the agreement made with all the political blocks in the House of Representatives.

Folks we had a passing of the budget for the year 2014. Hurry ! Finally !

Do you remember that I also told you that the RV is not dependent on the budget being passed but the budget needs the RV prior to opening it and spending it. So I said that when we see the budget passed, the RV will come very soon afterwards, if not just before. We are soooo close to an RV !

Summary

So today’s news is all very, very good news.

These two tid bits (indicators) of news today are extremely important and we have been waiting for this news. We have been waiting  all along to see these signs that we are very near to getting the final rollout of the IQD to international.

Ramadan is now officially over. Eid al-Fitr the last day of Ramadan, a festive day and so it too is also over.  Will Iraq now finally complete the formation of their new  government? There is one last step to complete it and that is to announce the prime minister. I was told they will complete the new government within days if not hours after the holiday.

There are many that say they want to roll this RV out by end of July. Today is July 30th just one more day to the month of July. I too believe this is true. It has been stated many times since January that this is a target in many articles.  I have not heard Iraq say it will be delayed. Can they do it?  They seemed to have missed most deadlines/targets in the past and always find a way to deal with the consequences. I am optimistic they will complete it this time. We are soooo close.

I want to emphasize once again this final announcement  of the IQD going international will not happen until the USA feels the Iraq government is stable, non-sectarian and is a functional government. This is has been the plan all along. They may have wavered a bit on how the plan was implemented but the overall plan guidelines have not changed.

Richson: My brother went to one of the big four banks last week.( WF in NYC)  He chatted with his personal banker he had mentioned the RV to times before. He was told he could meet with the wealth manager next week Tuesday. 

He asked about the 'currency book' and showed a dong note because they did not have a De la rue machine. A teller checked and said it was good. He then showed 2 different dinar notes and the teller checked the book, beamed and said these 'rock' meaning good. So as we are often told by Tony, currency can be verified even if they don't have the machine, they have the book!!!



P.S. He did meet with the wealth manager and received some insightful info also that he's been listening on a few CCs!!!!

DINAR IRAQ & DONG VIETNAM: In fact, reading the “transition to a market economy” documents…state the central bank must move to the new Exchange Regime prior to opening the Capital Account. Which is great news for us because it gives us a timeline.

 Also, it make no sense for the CBI to RV prior to moving to a new regime as they would be forgoing profits (which is what the CBI wants) as the dinar rises.

 Either international banks or central banks are going to take “a leap of faith” on some RV of the dinar at say 1 to $1 rate or let it become free floating rate currency. This is a much more complicated matter than just some simple RV…

 As Saleh stated…they want the dinar to be a “hard” currency (which means it must float) and be traded around the world and held in central banks for a very long time. 

The only way that happens is if the dinar appreciates gradually so the bankers can profit.

7-30-2014   Newshound Guru Stryker   BREAKING NEWS: "Iraqi Prime Minister Nouri al-Maliki steps down today because of political pressure!"   That's is what is coming out of Iraq via seven (7) articles so far already in the last hour but earlier today his State Law Party denied he was doing so. What makes me lean to it being fact is that the State Law Coalition stated that they have nominated two candidates for the PM position; al-Jaafari and al-Shahristani This move would be an attempt to diminish the votes away from the New Coalition that makes up the New National Coalition to try to keep their party in power.  ...I have just heard that they are getting close in announcing a single candidate and soon!

     [What is the next bench mark to watch for!?]  ...that would be the budget and the HCL, both of them are a significant key to the financial outcome of changing the value in the near future.  All we can do is sit and watch the progress happen like it is. This is so different than what was going on for the past few years, it is now getting exciting.

   Article:  "U.S. judge says Kurdish tanker near Texas out of court's jurisdiction"    ...the very same judge who Tuesday morning issued the confiscation order for the Kurd oil sitting in the Gulf of Mexico south of Galveston...has basically rescinded her original order, saying the oil is out of the jurisdiction of her court.

   The PM will then submit his new government to parliament and parliament will vote yes or no.  Things have been moving very fast up until Eid al Fitr which started our Sunday night, and it will start up again tomorrow. I don't look for any movement on the RV until this government is complete and Maliki is out. The outside day is August 8th. That's when the clock will begin on the RV which should be within days of the government being done (Turki a couple of months ago said this - "The central bank will proceed without hesitation to apply the project raise zeros from the local currency in case settled political and economic situation of the country.


7-30-2014   Newshound Guru Tlar   Ramadan is almost over and we are in a holding pattern until Thursday as the Iraqi's celebrate the great feast, Eid al Fitr. The NA has been determined to be the biggest block and that argument is over. The coalition has announced they will pick their nominee right after Eid al Fitr...this should come down to Mahdi or Chalabi... Once the NA determines who will be the nominee, al Jubouri (POP) will then reconvene parliament and Masum (POR) will then ask the NA to announce their nominee. At that point we have a government. By constitutional law the new PM will be given 30 days to construct a government which means assign Ministers and choose a Council Of Ministers (COM).   I believe mostly because of the severity of the problems facing Iraq and the speed of which this process has been moving, he will fast tract that into a couple of days.  [post 1 of 2....stay tuned]

  1. Tony sending a msg. to ALL the PTB and ALL those involved esp. POTUS who heard our PIF call and what we are all about and was impressed.
  2. Tony read a nice letter thanking for making the NDA more user friendly  and  then asking the PTB GIVE US DINARIANS A FLAT TAX  of 8% THEREFORE to allow us to pay if forward and it not go into the government black hole through excessive taxation method.  Making a plea to the PTB to consider "the little people" and that we want opportunity to make a difference in the world.  
  3. DC says the other side of this equation's postition is that this has been in the works since the 1960's - setting this up to reset the entire world bigger picture and these delays have just been part of the overall process.  Awful things have happened to people in the meantime but it will have been worth it for the good of the entire world.
  4. DC says we are in continuation of Monday situation wise.
  5. Iraq is celebrating EID festival the end of Ramadan which is THE big holiday of the year for them.   So, that makes a GREAT time to ANNOUNCE the PM at the end of the big celebrations.
  6. UN is happy with selections in Iraq - DC , Congress, are lined up in agreement.  Everyone really wants this to happen.  Parties are scheduled for AFTER the RV. They learned the hard way not to schedule ahead of time.
  7. IMF is THE coordinating body of the timing of the RV and GCR.  WE ARE WAITING.  IT HAS BEEN STEADY FOR THE LAST 48 HOURS.  
  8. Even though Iraq has 30 days to discuss and decide on the PM will they?  Tony and DC say this has all been negotiated and decided and is a done deal.  We are close. Again, just waiting on the ANNOUNCEMENT.

T- Good morning, TNT. Today is July 30, a day we never thought we'd see together. I'm going to start today's call off a little different. Before it's all over with I think DC will give you some great info and you'll leave here excited and feeling good. But before I do that, I want to share something with the PTB and all of Dinarland, including people in Iraq, in DC, peeps on both sides, both for and against this, bankers, and even THE POTUS himself.

T - I can say that because we have been informed he has listened to our call. He knows who TNT is, who the dinarians are, and he has heard our intentions and he was impressed. I was out last night and I got a call from a friend to come pick up an envelope. I thought it was something about my mom. I went over there and opened it up. It wasn't about my mother. It was about dinarians and dinarland. So, I want to share this message with you before we get started.

T - "This is my message to the PTB: thank-you for changing the NDA from 14 pages to 5. Here is my request: I am begging you to keep the taxes something realistic and simple. Take the 2% spread and take 8% across the board and make the taxes paid in full. This gov't and Admin has burdened us with debt and trillions it can't account for. If a regular citizen did that they would be in jail. The gov't has bailed out many banks and businesses and has indebted the citizens with great tax burdens that are impossible to repay. You have destroyed small businesses and hurt senior citizens. We are not stupid - we are peaceful.”

T - "This is what I am asking: give us, we the people, the chance to use this money to help our brother. If you tax us at 50% you cut down on how much we can help. A flat tax at exchange would be better. We know if we make a mistake with our taxes we are doomed. Most of us can't understand the IRS anyway. 


It's not the people who benefit from this tax. We would be secret Santa's, help our veterans, poor children to get food, education and medicine. 

There is indications the PTB don't want our country to return to greatness. We will know that for sure from the tax we wind up paying. Give us a chance to do the right thing by leaving us with 90% of the money. Take 8% across the board and trust us. - Gail (Sacramento)”

T - Where are we at today? DC - Things are really exceptionally good. It's almost a continuation from Monday. The take-away from that letter speaks to the big hearts of the people. A lot of folks aren't going to spend wildly. The intent is a strong desire to do something positive with this.

DC - East to West: In Iraq they're in the EID Festival. It's very similar to our Christmas and gift-giving holidays. It's the end of Ramadan and the end of the month of religious holidays. 


That is going forward and the wrap up with the big festivals. From Iraqi news sources it has been very successful. They are wrapping up minor minister's positions (in the GOI), choosing whom to select and make public. They very strongly went off and played to the centrist hand, which is building a lot of support for the GOI. 

Many who felt disenfranchised now feel a part of it as their senior reps are now involved. That's a good thing.

DC - We are waiting on the announcement for the PM and the RV. It makes sense to wrap the RV in the end of the EID Festival. Iraq is ready and they have Tues-Thurs off. Many started on Sunday night and is going on right now. The security situation is going very well and they are very much engaged. They are bringing the ISIS guys to justice. 

DC - There is a schedule they are working under right now. T - Everything is all good and it's all done. We're just waiting for the announcement. We're in play. We're happy for the people of Iraq and happy that this nightmare is over for you. 


Tremendous changes are about to take place in Iraq and in the Middle East. Thank-you for enduring and for doing it the right way. Even though the biggest impact is in Iraq it will be felt around the world. They are the foundation for what will happen around the world. They should be proud of what they went through. Their change affected so many!

DC - The UN is happy with everyone and content with everyone selected. In DC all are lined up and both houses and parties are excited about what this will bring to the US as a whole. A lot of, almost everybody out there, wants this to happen and are excited for us, i.e., the consumption part, commissions, etc. economic impact. That has caused both parties and the Admin to be happy.

T - Before, there were parties scheduled throughout DC and then nothing happened. DC - They are very ready and eager to move ahead. They did put champagne on ice. They learned, a month or two, where people got ready and nothing happened. 


Now they've gotten everybody ready for the toasts and get-togethers after this goes through. They don't need a whole lot of notice at this point because they're ready. They're just not scheduling any parties until it goes through.

DC - Everybody is extremely excited on all sides. They believe Iraq has gotten to a place where they can be the foundation for the world's economy to get a massive jolt. They are waiting on the time and date. The IMF is coordinating this timeline and that coordination is now done. They do have a timeline coordinated, so thank-you IMF for that. T - All we can do now is watch the clock. The clock is still ticking and has been steady for the last 48 hours. 

Q&A begins


C - A person educated on gov't in Iraq commented (in the Forum) that once the President is in place, according to their Constitution, they have a timeline to set up their gov't, and that it could happen most likely in the next 10 days max. 


DC - What they're taking about is their Cabinet, key advisors running the key parts of the GOI, defense, interior, finance, etc. Because Maliki never elected those positions he made a lot of people mad and is now distrusted and disliked. He acted very unilaterally. Now they are saying they're not going to allow this to happen again. 

Now PM candidates were asked who they would select for their cabinets. So they actually voted on blocs which included the PM and his cabinet members. So this entire selection process has been much more than picking a PM, but also a bloc of cabinet members. 

T - So what he's saying is correct, but what he doesn't know is this has already been accomplished and will be announced real soon.

C - If someone didn't want to exchange their dinar right away would that mess things up? 


T - Keep in mind that, historically, the rate comes out, goes up, then comes back down and settles. The highest rate will be within the first 30 days or so. We should have a year to turn in the 3-Zero notes.

C - Million Dollar Lady said something about keeping your IQN in another account like a CD or bond. 


DC - You're talking about investing in Iraqi bank CDs or bonds. The Iraq market is pretty strong so that would be a good thing to do.

C - How close are we? 

DC - We are EXTREMELY close

T - We read a letter today and it represents a lot of folks. What would the other side's message be? 


DC - Quite simply, who's right and who's wrong? The PTB would say this is an amazing project that some have been working on since the 60's. They helped build up this entire process.

 In terms of the last 6 months' stops and starts, it has caused short-term pain for long-term gain for the entire world. That's their view. And some will admit some political gaming has gone on during this process. 

But it's mostly been for the betterment of the entire world. In the grand scheme of things, this is the cost of doing business for the betterment of the world and they feel the world will be better due to their choices.

T - There is a bigger picture of more that are affected than just us. It's not just about our country. Choices were made to help the people who do not have dinar as well. Yes, we went through some pain and we're hoping it's almost over. That letter got to me and I thought it was important to read it. Hopefully the PTB heard the message: that we the people will do great things (with the money).

C - On last Thursday evening on the world news, they talked about the passport system glitch. Was that related to the RV? 


DC/T - No, I don't think so. It was more about what was going on overseas.

C - My wife wondered what question should we ask that isn't being asked?


 T - DC, if you had to pick a number between 1-100, how confident are you we are in the final stages of this? 

DC - 98.5 T - I'm going with 98.4. The info is really great and there is a schedule and time. They're just not revealing it yet but it is there.

C - I read today about Argentina being on the verge of default. Are they holding dinar in their war chest? 


DC - Argentina is trying to default on their bonds that were issued in the US Courts. They have not managed their finances very well in the past. So their situation is different and not dinar-related. The country doesn't have that much. Some gov't officials have some but ordinary citizens do not.

C - So for this to be "official" what has to be published in the Gazette? 


DC - The PM and top Cabinet Members has not been made public yet. Most people don't read the Gazette. They are mainly waiting for announcements via TV.

C - When you get to the bank appointment what are the 1st 3 questions you are going to ask?


 T - I'm not going to ask a question. I'm making a statement: show me the money! LOL! 

DC - Good question. It's going to be more like cattle going through a chute. The 1st appointment gets 20 minutes. 

 C - I agree with the letter you read before! It really does tell the world we are people who want to help. My question is should we have separate accounts for our money, i.e., spending, investing, taxes, etc.? 


T - The only currency that needs to be in a separate account is the dinar because it will be tracked and MAY be taxed differently. I don't know about the others.

C - I'm really tired and stressed and thinking about selling mine back. 


T - I keep telling my cousin, who's saying the same thing, DON'T SELL! I couldn't tell anybody to go and sell, not today. In the end, I say you have to go through it to get to it. We are so close, we will look at this in a week and know it was worth it.

 We will helping our communities and churches. When you build a house you might hit your finger with the hammer. But when it's finished you walk through the house and realize it was worth it.

C - Does that Iraqi oil tanker in the Gulf going to cause a problem for Kurdistan and be a big problem? 


DC - No, it will not be a problem - it's all worked out.

C - I read on the Forum that Maliki resigned, finally. 


DC - Maliki resigned for a 3rd time yesterday.
C - Anymore delays? 


DC - I don't see any right now. But we have been proven wrong many times. Could there be a sunspot tomorrow? Or could we be hit by a meteor? Sure. But everything is extremely positive. Some of these delays were contrived but those people are now supporting the situation and are actually excited.

C - I worked for the IRS for 20 years in collections management. People will need their receipts for taxes. If you don't they will automatically assume it's a short-term gain and will be taxed higher. The receipts are not about the exchange but rather for when you pay your taxes.


T - What is we don't do either one? I prefer Gail's 8% option - LOL!

C - So based on your intel you believe there is a schedule being coordinated by the IMF? 


DC - Yes, coordinated - past tense. It's lined up nicely. T - It's been done and laid out.

C - During the 20-minute appointment does that include the time to open a new account?


 DC - Yes, but they have streamlined the process.

C - My CPA knows about the dinar because we told him about it. When he does our taxes will he have to sign an NDA? 


DC - Every NDA I've ever signed has a comment specifically dealing with those people. So, yes, they will have to sign one as well. You will have a copy of your NDA for them to sign as well. Hopefully that will be in the package.

C - I checked with my local WF and looked at their currency books, which did not contain dinar. 


DC - Most books are now online. 

T - I've been in both WF and Chase and they have white currency books with dinar in them, with the 7 points of reference of what to look for. They are out there even if they're not in every bank or branchy. 

C - When the exchange happens, how will the contract rate be applied to non-profits and churches? 


DC - I don't know how that process will work. 

T - I don't have an answer for this.

C - Do I have to make a 2nd call to schedule a call for a non-profit? 


DC - One appointment - one call.

C - Would you save Zim for a second batch? 


DC - All will be done at the same time.

C - Are there still going to be contract rates for the dinar and dong and are they going at the same time? 


DC - Our understanding is YES to both.

C - I have a portion of my various currencies in a self-directed Roth IRA. If I take a contract rate on that will there be a tax implication I wouldn't normally have? 


T - When you put it in there was there a timeframe? 

C - A min. 5 years before I can take it out. 

T - And how long did it take to get that set up? 

C - Within 30 days. 

T - When you get the 800# to make your phone call you'll have to go back through that process and it will take too long for you to get anything but the int'l rate. 

C - It's not my intention to take it out but rather exchange while it's in that account.

 DC - I have the same situation. I will probably take the int'l rate. I have not heard anything about the tax situation but I'm being realistic about the timeline. I am hoping I can get that locked in quickly enough.

DC - It may be too complex to handle in the initial cattle call. Realistically there won't be time to deal with the Roth IRA and obtain contract rates.

WRAP-UP

DC - Things look phenomenally good. Everyone involved is frustrated and tired. We are at a very close point. The religious festivals (EID) play very well into all that as well. The US is ready and are supporting the timeline. All are online with it. 


I encourage you to view the frustrations as water under the bridge - get over it, forgive and move on. You'll have an amazing life after this. 

T - Well guys, everybody is saying it but we certainly hope today is the last call. It actually could be the last one we do in this manner.

STRYKER UPDATE: MALIKI STEPS DOWN TODAY BECAUSE OF POLITICAL PRESSURE!!, 30 JULY

Stryker: BREAKING NEWS: Iraqi Prime Minister Nouri al-Maliki steps down today because of political pressure!

That's is what is coming out of Iraq via seven (7) articles so far already in the last hour but earlier today his State Law Party denied he was doing so. What makes me lean to it being fact is that the State Law Coalition stated that they have nominated two candidates for the PM position; al-Jaafari and al-Shahristani.

This move would be an attempt to diminish the votes away from the New Coalition that makes up the New National Coalition to try to keep their party in power. A move Maliki has learned from his Russian buddy Patin in which Maliki could take over again at some later date.

But again Maliki doesn't know his enemies very well does he because I have just heard that they are getting close in announcing a single candidate and soon!

Ramadan is almost over and we are in a holding pattern until Thursday as the Iraqi's celebrate the great feast, Eid al Fitr. This is a 3 day holiday holds the same importance to Muslims as Christmas is to Christians. The NA has been determined to be the biggest block and that argument is over. In 2010 both the heads of the SOL and Maliki had signed a document to that effect even though they have now called it a forged document. The end run Maliki tried to do by getting what was his puppet court to say the SOL is now the biggest block, has failed as the courts refused to hear the case telling Maliki they ruled on it in 2010 and that ruling stands.

The SOL is starting to splinter into groups that are unhappy with the leadership because of their staunch support of Maliki. The Badr block (22 MP's) a prominant member of the SOL has now officially joined the coalition changing the dynamics of the NA. 

There has been no announcement from Jaafari's group nor the DAWA group both SOL components, as of yet as to whether they will join the coalition officially, but as these block are small it makes no difference. The coalition has announced they will pick their nominee right after Eid al Fitr. The dynamics of the NA are changed enough that Maliki is only now pushing the SOL to make him just an MP.

 He is still hoping to maintain his immunity. Many articles since yesterday have surfaced where the SOL is saying he will just be an MP has have no power over the soveriegn state anymore. I thinki they are cautiously testing the waters on this subject The SOL has also admitted they have been beaten and are now finally willing to talk about nominee's other than Maliki. It appears that document they signed in 2010 which acknowledges the NA as the largest block was the straw that broke this camels back. The SOL has become almost irrelavant to the process of picking the next PM at this point and I don't believe anybody in the coalition has any real interest in negotiating with them other than passing lip service.

 Between now and Monday (jopefully sooner) the NA will set about the task of nominating either Chalabi or Mahdi. There is a short list of four potential nominees but 2 of them should be removed quickly off the list and this should come down to Mahdi or Chalabi by then. Once the NA determines who will be the nominee, al Jubouri (POP) will then reconvene parliament and Masum (POR) will then ask the NA to announce their nominee.

 At that point we have a government. By constitutional law the new PM will be given 30 days to construct a government which means assign Ministers and choose a Council Of Ministers (COM). I believe mostly because of the severity of the problems facing Iraq and the speed of which this process has been moving, he will fast tract that into a couple of days. Both Chalabi and Mahdi have had a couple of months already to think about this.

 The PM will then submit his new government to parliament and parliament will vote yes or no. If per chance it is voted no (not likely), then the POR will pick a new nominee from parliament at large. The constitution is loosely written here and leaves the POR open to a great deal of latitude. It states it this way "Noteworthy in this respect is the almost sensational amount of presidential discretion that exists in the case the first PM nominee fails. The president ‘s job, in that case, is simply to find “a new candidate”. 

Yes, you read that correctly – article 76-3 of the Iraqi constitution. It doesn’t say which bloc the second candidate should come from, just that it should be a “new candidate”. Apart from the general age and education requirements of article 77, there is, in other words, nothing much to go by. In theory, then, the president’s mandate in the potential case of a second PM nomination could be interpreted as using his political skills to select whomever he thinks has the greatest chance of carrying an absolute majority in the Iraqi parliament ."

As we can see either way the coalition will win this because the POR is a part of the coalition. It will not come to this because when the Shia put up any non Maliki nominee or non Maliki puppet PM nominee, the Kurds and Sunni's have already said they will vote for him. Anyway, that's about where we are for now. Keep in mind that the POP wasn't even in office until almost the middle of the month and the POR was only elected last week. Things have been moving very fast up until Eid al Fitr which started our Sunday night, and it will start up again tomorrow. I don't look for any movement on the RV until this government is complete and Maliki is out. The outside day is August 8th.

 That's when the clock will begin on the RV which should be within days of the government being done (Turki a couple of months ago said this - "The central bank will proceed without hesitation to apply the project raise zeros from the local currency in case settled political and economic situation of the country. " Iraqi's are on a vengence to get this done. They are catching up for government stagnation over the last eight years and should get the budget and lots of economic laws passed fast. This parliament has already started pushing laws through as there has been many new laws posted in the Gazett in the last two weeks.

Baghdad (IraqiNews.com) On Wednesday, the MP for the Liberal bloc, Riad al-Saadi indicated that the National Alliance has five candidates for the post of prime minister, including al-Jaafari and al-Shahristani while noting that the outgoing  Prime Minister, Nuri al-Maliki, withdrew his candidacy for the post because of political pressure.
Saadi said, in an interview for IraqiNews.com, that “the National Alliance has five candidates for the post of prime minister,” noting that “three of these candidates of the National Coalition: Ahmed Chalabi, Ibrahim al-Jaafari and Aadi Abdul-Mahdi and the other two from the state of law; they are Khodair al Khozai and Hussain al-Shahristani.”
al-Saadi noted that “the outgoing Prime Minister, Nuri al-Maliki, withdrew his candidacy for the post,” attributing the reason that “there was pressure from other political blocs.”
al-Saadi added “Shahristani has a lot of policies and relations, but Maliki nominated Alkhozai because he is from his party.”
The religious authority Mr. Mahmoud Hashemi considered, on July 29, 2014, that the nomination of a president of the new government in Iraq must be determined as a set apart by the polls, stressing the adherence to the constitutional entitlement of the new government.
