[FLPatriot59] Info on Article 140 (from Wikipedia): The Kirkuk status referendum is the Kirkuk part of a plebiscite that will decide whether the Kurdish regions within Iraqi governorates of Diyala, Kirkuk, Salah ad Din and Ninawa will become part of the Iraqi Kurdistan region.

The referendum was initially planned for 15 November 2007,[1] but was delayed first to 31 December,[2] and then by a further six months.[3][4] The Kurdish Alliance emphasized that the delay was for technical and not for political reasons.

5] As the election was not called by early December 2008, it was postponed again as part of the deal to facilitate the regional elections on 31 January 2009.

No fresh date has yet been set. Article 140 of the Constitution of Iraq states that before the referendum is carried out, measures should be taken to reverse the Arabization policy employed by the Saddam Hussein administration during the Al-Anfal Campaign.


Thousands of Kurds returned to Kirkuk following the 2003 invasion of Iraq. The referendum will decide whether enough have returned for the area to be considered Kurdish.[

Frank26: Article 140 was very much needed so that the Kurds will be happy. This is great news!

Frank26: It's about money. Look at the UAE. They're not blowing themselves up because they have money. Iraq needs to raise the value of its currency so Iraqis will be happy with making more money. Countries around the world have sacrificed to have a presence in Iraq because they know the money will flow like a waterfall. Iran already knows this as well. To negotiate this 140 is impressive, Iran! This is the 1st time POTUS has called the president of Iran.

Frank26: What happened in Mosul is not what you think it is. The Kurds in Baghdad are working together. There is an improvement in Mosul. They're getting water and other services. Whatever is going on isn't really what we're seeing. The improvements are phenomenal. They're not shooting at each other, they're waviing at each other.

Delta: Look at the timing.

Frank26: It's almost like they're pushing everything super, super fast to get things done in this last week. They lie to the people outside because they have no business knowing what's going on. When POTUS first called the Pres. of Iran it bothered me. But today now I understand. Not bad at all.

Delta: Turki is the Gov of the CBI. But the Board of Directors of the CBI determines the rates. "Any change in the rate will be supported with no ceiling." He (Turki) can choose any number.

Delta: 5M Kurds have no liquidity. That is an indication that the CBI has sucked out all the LDs. Frank26: They are waiting for their share of the money. That is more pressure on the CBI. POTUS and the USA got their heads together and said to Maliki "we don't like you anymore. You're on your own." This caused Maliki to change his colors once again - he's a survivor. There's nothing else except for him to seat the gov't.

Frank26: Maliki is addicted to power. It gets out of control. If Maliki is, right now, addicted to power, then the pressure they've put on him is "cold Turki" (turkey). LOL!

Delta: This is going to be a very important week coming up. We expect a very important announcement from the CBI soon.

Frank26: The activities in Mosul were confusing and our own news media didn't understand it. We tried to tell you to hold on because what's on Fox News and others isn't really happening. Those pics were given by the insurgents. The insurgents were put there for a reason. They really didn't kill like we were told. They released a lot of pics and stories - show me their uniforms! We couldn't find what we were hearing and none of it made sense. Yesterday and today the evidence was so loud. The governor of Mosul, IMO, seemed to be put in a position to scare people ("we have no police, we have no army").

Frank26: The governor of Mosul, who is actually a mayor of a nearby city, caused the problems. Iran bartered to get Article 140 passed, giving the Kurds their land. So some deals were made and the USA put pressure on Maliki. And it worked. You don't bite the hand that feeds you. So, he made some kind of deal based on scare tactics from Mosul and Iran helping, bringing peace to Kurdistan. We are looking for Article 8 qualifications. Article 140 is one of them. The IMF and CBI wants to see that because it means stability. And jobs and value to your currency.

Frank26: This is what we believe happened. And yesterday Turki came out and said what he said about raising the value of the currency. The timing of him coming out and saying this is very interesting. That meeting was with Gulf countries listening to Turki about monetary policy. He said the 70B on reserve they have has been tripled and could triple again. They're sitting on mountains of gold and abundant oil. And he said there's no ceiling.

 Frank26: The only thing left is the HCL (HydroCarbon Law) and that will done on July 1. A deal has been made for Article 140. It was brokered by Iran. The fact that it's done is almost miraculous.

[FLPatriot59] NOTE: Maliki agrees to the immediate application of Article 140 which included all areas of the Kurdish region, Iranian source. Tehran has vowed to ensure the agreement and its implementation. , and later held the Kurdistan Region President Massoud Barzani held a meeting with leaders of the Kurdish parties and discussed the offer from al-Maliki and Iran together. A statement from the meeting that all Kurdish parties do not prefer a military solution in Iraq.

According to the site (Quraish) source said the Iranians have handed over a letter signed by Nuri Maliki Prime Minister to the Presidency of the Kurdistan Region of Iraq similar to the terms of agreement content and authenticated by Tehran to open a new relationship between Arbil and Baghdad after the developments of Mosul, Tikrit and towns in Diyala.

Frank26: Stability and security in exchange for Maliki's PM'ship - now that's a plan, CBI.

Now everyone will hear the story. Here we go. The Truth About Iraq.

In the beginning this was never a take over by the ISIS. That’s why I have been insistent about the fact that this is not what you are seeing in our press. We are all being deceived by the US press either by accident or design.

Yes the ISIS is involved and they think they are making great strides and have called for more ISIS members fighting in Syria to come over to Iraq. They believe they think they have a shot of taking Iraq.

3-5000 of them think they can control 33 million. That funny in itself and exhibits great delusions by these clowns. This is not and has not been an insurgency of terrorists numbering in the couple of thousands of insurgents taking control of 33 million people, a city at a time.

You have been spoon fed crap by the US media one slurp at a time. I don’t blame the media. They are being fed the same crap by the governments of Maliki and surprisingly our own government.

There are multiple things going on here and some are definitely being influenced by the CIA. Lets be clear. The Obama administration is trying to remove Maliki. Maliki was strongly advised to leave two days ago. To date he has not heeded that advice and in fact he was belligerent when advised to do so.

Like most wannabe dictators, he will most likely not leave unless it is in a pine box or an urn.. Maliki just announced today that the elections are now on hold. His government news media said that most of the Shia blocks are falling firmly behind him as if the wagons of sectarianism are circling, supporting his government.

In his mind its as if the Shia are rallying to the cause, and that they understand the country is first and that they understand the elections are on hold, and for the time being aren’t important. Nothing could be further from the truth.

Saleh Mutlag followed up in an article with a call to hold the first parliamentary meeting this coming week stating that they will elect a President and his deputies followed shortly by the announcement of the PM position. That is in defiance of an earlier article from Maliki’s group that stated the election is on hold and the Shia blocks are firmly behind Maliki.

The US does not want to be seen supporting the Maliki government, so you will not see any help until the new government finally announces itself. At that time the US government will offer both moral and military support but only to the new government, not to the Maliki government.

It is imperative that the coalition build a non sectarian government next week, and the NA is being encouraged and pressured to do so by our administration.

So look for Tuesday to see this new government meeting, and look to Friday to see it come together enough to be announced to the world. Maybe sooner.

Chalabi is crossing the T’s and so are the Kurds. Demands to cross those same T’s and do this constitutionally are coming from everyone. They want everything to be done constitutionally. No short cuts. No mistakes. Follow the constitution. They want to make sure there is no SOL or wiggle room for Maliki or any legitimate challenge.

So what’s really going on?

I will tell you but it is complicated. Let me sort of simplify this. The Kurds have recaptured what was the Kurdish territory before Saddam and they have gone no further and they won’t. Our news represents this as a great victory for our side. “The Peshmerga has retaken the city of Kurkut.”

Maliki has occupied this Kurdish city since the beginning of his reign with the Iraqi army, even though the city has returned to be predominately Kurdish and has a Kurdish government. This is the major city in the disputed territories rich in oil and is the fundamental reason for the fight over the disputed territories (article 140).

The Kurds have for years tried to resolve this contentious issue with the Maliki government, but up until now it has continued to drag on and on while the Iraqi army held the city under the guise of protection.

It would never have been resolved by Maliki and never would they take the census promised years ago that might have resolved this issue. The Iraqi army stationed there was holding the city for Maliki. The Iraqi army that was stationed in Kurkut that was there to “defend it”, just dropped their weapons and fled. Why?

Answer- he was told to do so but by who? The commander in charge has asked for asylum in the US.

Apparently there was not much of a threat because when the Peshmerga showed up, they took the city without firing a shot because by the time they showed up, the Iraqi army had already abandoned the position. Why?

The Peshmerga which is the army of Kurdistan now controls this area and has vowed they will not give it up again to the Iraqi army. Article 140 resolved. The big question is, who ordered the Iraqi army that was there to defend Kurkuk to lay down their weapons a leave?

Simple answer. It was the CIA.

Today the issue of article 140 has been resolved. The Peshmerga hold the city and have vowed not to ever leave the city again.

The Sunni rebellion is the same. They have “captured” mainly Sunni cities. In Mosel a Sunni city supposedly held by the insurgents, is it really just in Sunni control? Let’s look at the facts.

People are coming and going crossing two check points. These two check points are, one manned by the Peshmerga, the other by the “insurgents”. They are 500 yards apart. No shots being fired. No fighting. We don’t see people shooting at each other. Life has pretty much returned to normal for Mosul. People go about their daily business and leave and come to the city at their will. People of Mosul are saying they are glad to see that the Iraqi army gone.

OK Tlar. Don’t beat around the bush. So what is it that you believe or what is it that you have heard?

Here it is guys. You can believe or not believe at you own discretion. This my friends is a CIA operation pure and simple the purpose of which is to remove Maliki under the guise that terrorists are over running the country. I know some will say I sound like a quack and some will judge me as such. I don’t care anymore.

Recently the CIA set up an operation that a refinery was supposed to be taken over by ISIS. This was to be a shock to the economic system bringing everyone to the conclusion that this was an attack on western interests requiring western involvement. The refinery was left intentionally undefended and open to invasion by insurgents.

The news originally reported the refinery was taken over by the ISIS. As it turned out an Iraqi officer noticed that the refinery was not well protected so he moved in and brought his forces with him. They repelled the attack by the ISIS and they killed approximately 40-50 ISIS terrorists. The news recanted and said the refinery was back in control of government forces. This CIA plot was foiled.

Three of Malikii generals ordered their troops to lay down their arms and abandon there assignments. All three of these generals have asked for asylum in the US. Had they not done this there might have been a lot of blood shed instead of cities being lost without a shot being fired. What and why did they abandon?

The Kurdish disputed territories and the Sunni enclave cities were given up without a fight. The net result, the map of Iraq has been redrawn. Things that would have never been done through negotiation with Maliki’s government are now corrected. Sunni’s are once again in control of Sunni areas as is the Kurds once again in control of Kurdish towns.

Maliki hasn’t got a clue as to why his army has collapsed without fighting. He is like a chicken with his head cut off running around threatening court martial and executions. The CIA is working their magic. Maliki won’t leave so there is more heat being tuned up.

So what’s next?

Next week the new government will be formed. Pressure is being put on the coalition. GET ER DONE. As far as I have been told, it is imperative that once the government has been announced we will see two things.

The first is world support for the new government in fighting terrorism.

The second is an RV.

For some reason it seems to be extremely important to those in control that Turki pull the trigger on or a little before July 1st.

So that’s what I know. Please by all means, judge me on this as you will. I am prepared to be full of Shiite before this is over. Watch this as it unfolds.

Three others were nominated today as well.  IMO, There will be more nominations.  Why?  Because there is less and less fear of M [Maliki].  As for C [Chalabi] Yes he is a front runner and more than likely the eventual PM for Baghdad. Time will tell.  I just Love the fact that the Parliament/GOI is forming...So does the CBI/IMF.   IMO, M was the REASON for ISIS.  But who cares about politics...Pray that The CBI TALKS again tomorrow or Monday!  IMO,  IR can come out anytime the conditions are congruent with the CBI goals.  I see continual progress because I do not seek a date.

   Iraq doesn't like to be told or given ultimatums about their country by the USA or any other country...such as the USA calling for Maliki to step down to end the civil discord.   I don't know much about this new guy Chalabi...experience is a lot here...I hope he can compete with Maliki. Iraq does need new blood but they need strong blood and good morals like Hakim and Talabani either of those would have been great for PM but neither want that headache either.  so really no one knows who will be the PM yet or if Maliki will actually get a 3rd term.

    I believe that once the new government is formed, assuming he is at the head of it, that he will finally allow the dinar to float.  We got a "hint" that this may be his intention from the statement of Turki yesterday.  Turki won't open his mouth unless he is told to do so.  He opened his mouth.  I believe he [Maliki] relishes power over anything else, I think that Maliki will want to go down in history as well.   It will ultimately be in his own best interest to allow the dinar to float.  You can count on that. Maliki will survive this, form a government, and rule.  Ultimately, he will win.  Of course I could be wrong.  [post 2 of 2]

  Article:  "U.S. pressure on Obama to persuade al-Maliki to step down"   ...comments about the "imminent" demise of Maliki are actually kind of funny.  I...can recall a very similar situation 4 years ago when Maliki had only 90 votes in the SOL.  He dithered around for over a year, not going anywhere, until he finally patched together the NA and held on to his position.  What makes anyone...think that it will be any different this time?   This is just another blip in the road for this man.  He has the position and the power.  Don't bet the farm on an early demise for Maliki. On news tonight, there are talks between Iraq and Russia over this matter.  Maliki "rejected" Washington and now Putin is offering Maliki support. I believe that what many fail to realize is that his power is really quite extensive at this time.   [post 1 of 2....stay tuned]

   In a democracy or parliamentary system, a person who loses mostly just takes a bow and congratulates his opponents.  This guy tried to not only to rig this election but he still thinks he won.  In other words he won't leave.  He is still trying to make decisions that aren't his to make...This guy could make this a very messy change and might actually cause Iraq to descend into a worsening situation if he is not removed very soon.   That's why the push to make him resign or run, and quite frankly he still may have to be removed physically by force but that could get very messy.   [post 2 of 2]

    Maliki won't admit he is out and is continually trying to beat the system by making moves.  He is trying to create disharmony among the sects.  He is still attempting to create a new government with him at the helm.  He is still trying to stop the election process.  I am quite sure he will try to disrupt the first parliamentary meeting maybe declaring them all traitors and terrorists. That's a real fear and I believe troops sitting in Kuwait will be sent in to protect the new government before Tuesday to thwart that potential.  [post 1 of 2....stay tuned]

DINAR IRAQ & DONG VIETNAM UPDATE #2, 21 JUNE

In order to go international with their Iraq stock exchange (ISX) on 1/7/2014 they need an internationally traded currency. So by 1/7, when the Iraqi Stock Exchange is scheduled to go live internationally the question I put forward to us is this.

Can they meet all their requirements of having a stable government so the USA will pull the trigger on the RV thus they can have an international currency in time for the ISX roll out?

I got a call…from my Iraqi contact that told me that a high level meeting was held in Kurdistan today. A decision was made to hold the first parliament on the 24th instead of the 30th!
It tells me they are concerned and need to push this new government along. This also shows me they need to have the new prime minister seated as soon as possible.

Diddy:We're still waiting for the 800#s and here is why I've heard and believe they arent here.  They are trying to plan out when the best day and way is to roll out the numbers to set the appts so that this goes smoothly.  From what I heard, packets are out and everyone is "silent" because they are pouring over them so they know how to answer questions accurately and what they can and cannot say.
My hunch was that they would release those numbers tomorrow so they could set appts for next week and have Sunday to plan their week.  Having said that, I had also heard that the banks would be open on Sunday and go 24 hrs for 2-3 days.  That came from TNT and DC as a possibility and I do not believe that can happen at all.
From the US stand point this is all about "how do we roll this out under cover and make this go away".  Let me promise you what that does NOT entail...... waiting for a week while it goes live in other countries and pissing 6-7Million people off.  Because we would hear from those in other countries that it is released and raise a crazy commotion.  No, they want to get you your money, get you financially incentivised to shut up and they cant do that if they make you wait a week longer after we know its done.  They cant do that by keeping a bank open 24hrs or on Sunday so that people are asking questions.
They are now trying to communicate the best process to avoid all the land mines that they dont want to blow up in their face.  Their leverage to "screw" with you has minimized greatly when Maliki announced everything because they still need to keep you quiet.  That is the big thing we have on our side which is why I am chilled out as a cucumber right now!

Not much to choose from in Iraq I suppose. (kinda like my current outlook on my government). I wonder, if he will be better or worse than Maliki if he indeed is the new PM. Just thinking out loud. He convinced the foreign companies operating in Baghdad to keep their business operations at normal routine with the view the security forces of Iraq will not allow militants to enter in Baghdad.
You must know that number banks and government institutions of Iraq has been robbed by militants in the different big cities of Iraq that created so unrest in the foreign and local companies operating in different cities of Iraq. 

The central bank announced that it has 70 billion dollar cash reserves and over 100 tons of gold reserves along with foreign currency reserves that are enough to support its currency in the international market. Iraq will have to take prompt action against this situation unless it is too late to handle the situation at local and international level.
