When comparing living in Panama to living in Costa Rica or Belize, first figure out how much it'll cost to rent a house or apartment in each place. Next, think about your lifestyle: will you live like a native, or like a tourist on a luxury vacation? 

This'll impact your budget differently in each country. It's also essential to learn which of these three countries is the safest, and which will treat you for the least amount of money if you fall ill.

        1   Compare the general cost of living in all three countries. In Costa Rica, according to the Web site CostaRica.com, an American traveler can live well for $1500 or less monthly. The site YourPanama.com estimates that an American can live in Panama for about $2000 monthly.

 Caribbean Property Magazine estimated that the average cost of living in Belize in 2007 was $1000 a month for a couple, making Belize the cheapest place of the three in which to live .

         2 Look at the rent prices in all three countries. In Costa Rica, expect to pay about $500-700 a month for a mid-range house. In Panama City, your rent will be about $400 or $500 a month, while in the rest of Panama, you'll probably spend less. Boquete is a city that has a low cost of living: a five-bedroom house in Boquete can be rented for around $300. Average rent in Belize is $400-500 a month for a one-bedroom place.

          3   Compare the cost of groceries in all three countries. Sylvia Peters, the editor of YourPanama.com, says that there's no need to spend money on imported foods: Panamanian groceries are just as good, and much cheaper. She spends around $200-250 on food and cleaning supplies per month.

In Costa Rica, if you want to buy high-end imported groceries from the Automercado chain, you could spend up to $200 a week if you're buying groceries for an average American family. The Web site Moving To Belize estimates that it's possible to spend $30 a week on groceries in Belize if you eat simply.

    Safety and Medical Care

        4  Compare the cost of medical treatment in all three countries. Medical insurance in Panama costs $30 to $50 a month for a four-person family. Belize has socialized medicine that's available to foreigners, while Panama and Costa Rica do not, although it's cheap to see a doctor in Panama, where they often make house calls. It's also inexpensive to get medical treatment in Costa Rica. Visits to a specialist cost $30-40, and prescription medications cost about a fifth of what they do in America.

        5  Compare safety levels in all three countries. According to Web site PanamaLaw.org, Panama is relatively safe. While it's not wise to eschew common sense and walk alone in sketchy-looking places after dark, or wear flashy jewelry in a poor neighborhood, you can expect to be generally safe. Most apartment buildings have security guards, and most buildings have bars on their windows.

        Most of Costa Rica's crime takes place in the capital city of San Jose. As in Panama, it's wise to use common sense when conducting oneself -- put expensive jewelry in your hotel lockbox or leave it in your rented property. One difference -- in 2007, San Jose created a special division of the police force to protect tourists, which decreased the city's crime rate by 36%.

        Belize's safety level, according to the U.S. Department of State, is on the decline. It's best to travel with a reputable tour group than travel alone. Robberies of tourists and sexual harassment of single females or small groups of females are on the rise. The Department of State advises not getting into any taxis in which more people than the driver are riding, and only using taxis with green license plates.

        6   Check with your doctor before heading to Costa Rica, Panama or Belize, in case you need special vaccinations or inoculations, such as a yellow fever vaccination. You may also need paperwork as proof you've received these vaccinations.

Living in Costa Rica has both drawbacks and favorable aspects, and the transition can be a challenge.
Pros

Costa Rica has a desirable tropical climate. More than 6 percent of the world's species can be found in Costa Rica. Costa Rican's highly regarded health care is free and universal. The cost of living in Costa Rica is affordable.

The government is friendly toward foreign residents, and up to 80 percent of the coastal property in Costa Rica is owned by foreigners. If you are earning a living in Costa Rica, up to $70,000 of your Costa Rican earnings are exempt from income tax in the United States.

The Costa Rican government is a democracy with elected officials. The diversity in the ecology of Costa Rica is a pro, because you can see beaches, volcanoes and rain forests.

You can participate in innumerable activities, including whitewater rafting, soccer, bird and butterfly watching, dancing, hiking and even extreme sports. It is also easy to start a business in Costa Rica, and there is a well-educated workforce.

Cons

It is difficult to get a job in Costa Rica if you are not a national citizen. In fact, if a national citizen can do the job, a foreigner cannot have it without getting special permission from the Costa Rican government.

According to the U.S. Department of State, Costa Rica is not a country that is easy to do business with. Although starting a business is easy, getting that business to really produce an income may be challenging.

Earning a living can be quite a challenge. The transportation infrastructure is very old, and roads need a great deal of repair. Also, 18 deaths occur from car accidents per 100,000 kilometers (62,137 miles). The immigration process is difficult.

Immigration

A valid passport is all you need to go in and out of Costa Rica. You must apply for residency from your home country before heading to Costa Rica, and your application is submitted to the Department of Immigration.

North Americans are typically warmly welcomed. You must earn at least $1,000 per month to qualify for residency, and you must prove you earned that amount each year. You must stay in Costa Rica for at least six months of the year.

You will need your birth certificate, marriage certificate, proof of income, a certificate from the police department where you lived last, photographs and an Interpol background check.

All of your documentation must be translated into Spanish. You must issue a sworn statement that you intend to abide by the laws. If you do gain residency or citizenship in Costa Rica, your U.S. citizenship cannot be affected.

I have the two sources...that have both brought this possibility to me. They think that the IMF / WORLD BANK Placed DR SHABIBI in charge of the CBI and that he still is still working in managing the CBI.  He just isn’t in the country and will not return till the judiciary will hear his defense and also they provide him with documentation of the charges against him. WITH THIS scenario the RV could happen at anytime according to what has been accomplished behind the scenes that we are not privy to. 11-17-2012  Newshound Guru Tlar  Shabbs was definitely concerned with the process and had definitely appeared to be afraid to put his good name on the line especially when the government appeared to be firmly against this.  The landscape has changed.  Maliki can pretty do as he pleases if he satisfies the IMF.  My best guess is that they would no longer use the phrase "remove the zeros" if they meant to come out lower than .86.  I think articles over the next few weeks will give us all insight to not only understand their intentions but we will be in a better position to take a true stab at guessing the rate.  [post 2 of 2]

11-17-2012  Newshound Guru Tlar   I respectfully disagree that there will be a low float starting anywhere near 1166 to 1 USD, up to 10 to 1 USD.  Most of the articles being presented today under the new bank governor and others involved in this process are back to mentioning "the removal of the zeros".  To me this means exactly what they say.  Removing the zeros off the nominal rate means going from .00086 to .86 per US dollar.  Removing the zeros to me does not imply a gradual raise over a period of time.  Although this is still not known for sure, Shabbs only made reference to starting low and letting it go up from there which might  be all and in itself  the reason Maliki went after him. [post 1 of 2....stay tuned]

11-17-2012  Newshound/Intel Guru BGG   Article: "Kurdistan: Talabani saved Maliki of confidence and final depth of the crisis operations Tigris"  Maliki hasn’t done what he promised Talibani. Talibani (himself) is even issuing warnings to Maliki (first time for that).  The thing I find encouraging here is the public awareness that Talibani saved Maliki’s @xx last time in exchange for “promises” of reforms. None of which he has followed through on and the “public awareness” is getting itchy. Further – no one seems shocked that Maliki put together this Tigris Command to intentionally stir up trouble. They are catching on.

Kuwait ready to resolve pending issues with Iraq: report

BAGHDAD, Nov. 19 — Kuwait Deputy Premier and Foreign Minister Sheikh Sabah Khaled al-Hamad al-Sabah said Kuwait is ready to end the outstanding issues with Iraq in accordance with the international resolutions issued after Iraq’s invasion of Kuwait in 1990, an Iraqi official newspaper reported on Monday.
“The two countries have a genuine desire to end the problems caused by the invasion of Saddam’s regime to the State of Kuwait. Kuwait is ready to resolve those issues concerning the country,” the state-run al-Sabah newspaper quoted the Kuwaiti official as saying.
“Iraq committed to follow UN resolutions especially regarding reparation and will witness a qualitative leap in relations between the two countries,” al-Sabah said.
He said that there will be a meeting next month between the Prime Ministers Nuri al-Maliki and Sheikh Jaber al-Mubarak al- Hamad al-Sabah. The two sides intend to sign an “important bilateral agreement.”
In addition, the Joint Iraqi-Kuwaiti Action Committee will hold a meeting in Kuwait in March, which will be crucial for ending pending issues, he added.
The paper also quoted the Kuwaiti official as saying that the highest authorities of both countries agreed on a timetable to close the page of the past as well as build stronger relations than of before 1990.
The two countries recently made tangible strides that might contribute to solve the issues, including striking a 500 million dollars deal for the standoff with the Iraqi Airways, which prevented the Iraqi planes from flying to destinations in the West.
Observers see that such moves are helpful to ending the UN sanctions, which was known as “Chapter 7″ sanctions, imposed on Iraq after the 1990 invasion.

11-19-12 Phoenix3333: Iraq Parliament Tuesday, Nov. 20th to discuss the final accounts. Representatives hosts and Minister of Finance and Chairman of the Board of Supreme Audit. "The House of Representatives will host Finance Minister Rafie al-Issawi and Chairman of the Board of Supreme Audit Abdul Basit Turki to discuss the final accounts for the budget year 2012. Will also discuss the first and second reading of the seven laws during the next two sessions."

11-19-12 Nelg: "Prime Minister Maliki meets the representative of the Secretary-General of the United Nations." Any meeting with the UN to eliminate Chap 7 and to heal relationships between Iraq and Kuwait should be encouraged, IF that is the reason for the visit. One never knows the true purpose. Maliki wants to have Chapter 7 removed quickly. The reason is to establish Iraq as a sovereign nation and able to govern without outside interference. His motive may not be as benign as we would surmise.

Our thought and aspirations are fixed on the RV of the dinar, while his thoughts may be on the power of command. All guesses are just that. My hope is that it will be to establish an economy strong enough to assist the citizens, build the infrastructure, and raise the value of their currency to a level equal to the USD. Given the last couple of articles coming out of Iraq fiscal strength is needed quickly, and they do need to raise the value of their currency. Let's pray that this is the reason for the UN visit.


11-19-12 Mountainman: Maliki met with Kobler and discussed Chapter 7 removal again today. Kobler said he supports it. We are very close to seeing Iraq released out of Chapter 7 IMO. The final requirement for their release may be raising the value of their currency. Time will tell.

11-19-12 BGG: The reason the UN (Kobler) is over there – we have obviously invested quite a bit in Iraq, but they don’t want the Kurd/Sunni/Shia violence spilling over into Iraq. Maliki is doing his very best to bring it there. Division and strife is the only way he stays in power. I’ll talk more about this concept on a Conference Call soon. 

11-19-12 LoriC: The Economic Commission announced that a meeting very soon with the CoR will vote on the investment law after they made some key amendments to it that will add privileges for local companies and private sector involvement in domestic investment among other things. This is a good sign they are moving forward with this. It's been in the works a long time. Also, tomorrow's agenda in Parliament includes the second reading of the budget bill the Federal Republic of Iraq for the fiscal year 2013.

11-19-2012  Newshound Guru Breitling: When these guys are picking names for a post...this tells me that Shabibi is out.  I don't know where Shabibi is right now and it sucks that the bad guys win,  but the government has to move on.  They are already looking at a final list...that narrows down to 3 different candidates.This is all good for us...this is big...we need to watch this.   They also are naming the different obligations Iraq has to fulfill to get out of Chapter 7.  That is huge. This weekend was a very good weekend.

Problems at CBI to harm foreign investments, says Najeeb

Baghdad (AIN) -MP Najiba Najeeb, member of the Parliamentary Finance Committee stressed that the recent problems at the Central Bank of Iraq will affect the investment sector in the country.
Najeeb stated to AIN that "The Central bank of Iraq is a board of an international character because it is responsible for the monetary policy in the country and monitored by the world monetary institutions," confirming that "The recent escalation against the CBI will negatively impact the foreign investment in Iraq especially because the current tensed political and security situations do not encourage the investments."
"The success of the new administration of the bank, and the ability to manage the currency markets besides raising the price of the Iraqi dinar against the US dollar and preventing the entry of counterfeit currencies to the Iraqi markets all depend on the future policy of the bank," she added.
Earlier, the Council of Ministers has decided to commission head of the Financial Supervision Office, Abdul Basit Turki to assume management of the CBI to succeed the bank's former governor, Sinan al-Shibibi.
