The National: Shabibi criticizes Iraqi Government




The former governor of Iraq’s central bank who was removed from his job amid allegations of financial impropriety has vowed to clear his name.
Sinan Al Shabibi was suspended from his post following allegations that the central bank had manipulated the Iraqi currency against the US dollar.
But he claims that the charges against him are cover for a political manoeuvre by the government to use the central bank’s reserves.
“We had conflicts with the government. They wanted to use the central bank’s reserves to finance some electricity projects and part of the (public) budget, but we told them they cannot touch the reserves,” Mr Shabibi said.
Mr Al Shabibi said the move was a “violation” of the country’s constitution, and contravened the independence of the central bank. Only parliament can make such decisions.
Anthony Skinner of the risk analyst firm Maplecroft said the move suggests that prime minister Nouri Al Maliki was trying to take control of the central bank.
“We have seen this tactic by Maliki in the past, to remove potential opponents or awkward political figures,” Mr Skinner said.
He cited the removal of trade minister of Falah Al Sudani, vice president Tarek Al Hashemi and more recently communications minister Mohammed Tawfiq Allawi. “This is a continuous trend of removing individuals that rub against political figures who hold the reigns of power,” the analyst said.
Mr Shabibi was in Tokyo for IMF meetings last month when an arrest warrant was issued against him and dozens of staff at the central bank for allegedly weakening the dinar against the dollar.
Iraqi authorities allege that there was not enough oversight of capital outflows under Mr Al Shabibi’s watch.
Upon notification of the charges, he left Japan for Switzerland.
He said he planned to return to Baghdad “soon” to defend himself and the central bank in court.
The cabinet ordered a judicial inquiry into the bank after a committee including representatives from the integrity committee cited violations in procedures that led to the weakening of the dinar earlier this year.
Iraqi authorities issued an arrest warrant for Mr Al Shabibi and 30 others, shortly before the appointment of Abdelbasset Turki, the head of the board of supreme audit, to succeed him.
“The government shouldn’t have handled it in that way, there should have been another route of negotiations and discussions, rather than arrest warrants and making it a big public affair,” the ex-governor said.
“We could have dealt with this in a much better way, through prolonged discussions with the finance ministry, the fiscal committee, the economic committee and realise their needs without touching the reserves,” he said.
The cabinet recently approved a draft budget of 138 trillion Iraqi dinars (Dh435.6 trillion) for next year. However, the proposal still needs approval from parliament.
Mr Al Shabibi claims the “root” of the dispute surrounded the use of the central bank’s reserves for this budget, which would have had a negative affect on the currency.
Mr Al Shabibi said he has been in discussions with various government officials to resolve the dispute and added that he hopes that the judiciary will maintain its independence from government.
Demand for dollars in the central bank’s weekly currency auction doubled to US$300 million (Dh1.1 billion) from November to April, putting pressure on the nation’s foreign reserves of about $63bn.
In April, the central bank introduced new regulations to govern currency auctions after demand for US dollars ballooned amid suspicions that some of the cash was being smuggled to Iran and Syria.
In August, the US president Barack Obama banned Elaf Bank, based in Baghdad, from any dealings with the US banking system for allegedly functioning as a conduit to Iran.
Mr Al Shabibi became the governor of the central bank shortly after the US-led war on Iraq, and was one of the main architects of the Paris Club agreements that dealt with Saddam-era debt. Before the war, he spent time in Geneva as a senior economist at the United Nations Conference on Trade and Development.

11-8-2012  Newshound/Intel Guru BGG    For those who say it's out of Iraq's hands, they are kidding themselves.  Iraq has a big hand in what goes on.  Does Iraq control everything?  No.  Is it exclusively out of  Iraq's hands & in someone elses hands, pure foolishness.  Are there are 10 or 12 power players bumping heads to see if they can get their way?  Absolutely.  There are several influences on the outside & several on the inside.  There is a real serious power struggle going on. Theoretically, Maliki could come to the table, sign everything, get the power sharing done, seat the ministers and all that could get done in 48 hours.   I fully expect all this to work out. [post 2 of 2]

11-8-2012  Newshound/Intel Guru BGG    Shabibi is to be back there today to defend himself.  He has all of the paperwork to clear himself.  A few years ago, someone attacked the CBI and the only thing they did was set the records on fire.  What does that tell you?  Someone had something to cover up, same deal right now.  What leads me to believe that this is a fabulous investment is Maliki trying to take over the CBI and the currency & he tried to have it revalued.  You don't try to steal something unless it has value.  [post 1 of 2....stay tuned]

11-8-2012  Intel/Newshound Guru Poppy3   I talked to the International Banker about the Vietnam Dong & they want to do the revaluation, they are being pushed to do the revaluation by China, but if they wait until the dinar goes, they can go at a higher rate, which is in our favor.  They will wait as long as they can & not let inflation get too high.  They have gotten permission from the IMF to go on their own if they want to.  [post 1 of 2....stay tuned]

   Article: "Maliki: No consensus on a majority government within the National Alliance and Sadr opposed"    Allawi and his party have been very quiet and now they are starting to demand the formation of this political bloc...they want Erbil implemented and this political body to be taken care of and done...its one of their demands...this is the strongest case that Allawi has made for bringing him [Maliki] to Parliament...he basically says you failed to try to form to a government and even if you try to form your own govt that constitutionally it is not right - he tells him straight up you would have to resign ...it looks like Allawi is about to make his move - I think they have a really good idea this situation is going to get more favorable in the coming days and I honestly believe they probably will.  [post 2 of 2]

The Kuwaiti Foreign Minister said that this year will mark the end of the outstanding problems with Iraq. If this isn't a clear sign of progress, I don't know what is. We've seen complete international support for their Chp7 removal (UN, Russia, US, China, Kuwait etc.). It kinda makes you wonder what could be the holdup. A tradeable currency perhaps? I wouldn't doubt for a second that these sanctions remain held over Iraq's head for that reason alone at this stage.

11-8-2012  Newshound Guru Mike   You have to remember...You have things that were going on before Shabibi was there and supposedly he was dealing with it and if you look at the auctions you can see the differences in the auctions each day - certain amount of money that is no longer moving out and into banks ..so one of two things happened - the banks are deciding not to participate because they do not want to kill the economy or kill the exchange rate and/or the banks that were stealing have decided to back out.   I think when Shabibi comes back and starts to defend himself we will see things...   Remember IF he is NOT found guilty he will be put back in...  I think when Shabibi comes back he will come back with all of his guns loaded - he always does really really well defending himself...I think the walls are starting to come down all around Maliki.  [post 1 of  2...stay tuned]

11-8-12 LoriC: I believe Iraq has been ready to go from an economic standpoint for quite some time but they need a power sharing government completed first. They can't risk the projects success. Politics and economics are related, can't seperate the two. The USD should be worthless. We print it up with nothing to back it up and have a ton of debt but peoples faith in our stability keeps it strong. First Iraq will resolve some key political issues, then they will be able to move forward economically. This article this morning also says they are connected.

I just took this to my Syrian friend. He had a lot of customers but briefly looked it over. He said it details the auctions and what banks were involved. He also said it details individuals and companies also that bought at auction? It said that the currency can only be used for importing goods. He was positive it showed the names of individuals with the highest amount being $140,000 USD

The tiniest atom to the most powerful kingdom on this earth is under Your constant and immediate watch care. If You care so much for a sparrow that falls on the ground, how much more You must care for this great country of ours that stands for Freedom, Liberty and Equality.

So today we Your seek guidance. We seek guidance in the affairs of our personal lives. We ask that You guide us safely through whatever the future might hold for us. We know that as we abide in Your care and seek Your counsel each and every day, we would learn more of who You are and what Your plan is for us in our own personal lives.

We seek guidance in the affairs of this great nation as we embark on yet another journey. Today, We ask for Your Affirmation. Nothing matters in this earth except that we are constantly affirmed by Your acceptance of us and we are surrounded by Your Presence each and every day.
