ANALYSIS OF BONDLADY, 19 OCTOBER

BondLady addresses another sites coments........ another site out there, i used to go and visit, many of there members are my members too, and many kept showing coments to me in "im's" made by several and coments they would also make in my defence, of my opinons, ....of the events takeing place with shabibi and the goi........ i want to set the record straight because obviously i failed to get my points acrossed i was trying to portray.........

first of all....i never flip flopped as keeponwalkinstupid and his cronies tried to say..... i did then and still do believe there would and will be a rv...what i dont believe is that it will come out in the magnitude many gurus have claimed.....what i believe an believed is that it would come out very small and crawl up.....at best a 1-1... this is what i believe and still believe......... what i tried to tell every one, was the shock that most or all of us felt at charges of coruption being placed on shabibi....thats what i had a hard time telling people....every thing we ever believed in per shabibi...

was it false? or was it trumped up because some disagreed with what shabibi wanted to do with the iqd........ what i did the 1st day of the release of all the info to us thru the news...of the charges brot against shabibi....was make a ton of over seas calls to try and verify the validity of this news and to get there opinons of what was going on.....what i told MY members....was what i could gather from these calls....

people i have never talked to before but at my own expence and my time lost....i did it for MY members...and many other forums members who flocked to my site for the truth...what was going on.....i talked to bankers in 4 differant countries, an 2 dinar brokers who deal with the middle east, and i talked to a couple of personal contacts that i have that have family and buissness in iraq and jordan as well.....i tried to say what they told me and tried to get it as acurate as i could......and then try to put it down on paper so to speak ...in chat...

for MY members....to calm there fears....to try to help them...who also were totally taken aback by the news of shabibi....this again is what i had a hard time trying to speak of...and the people i had talked to in these differant countries and what they had told me about ..shabibi being pro RD.... and the ones in parliment and the gov who were opposed to this and wanted a RV instead and fought him on his project....

this we did see some of this in the news ...they would never give him the green light to do what ever it was he wanted to do...most all i talked to said he wanted to RD....some said that wasnt it and most had a hard time with shabibis plan because they totally held the belief when the 000 came off it ment there currency was back to normal and with the normal rate it held before the 000 were applied....maybe i didnt say it the way i should have...maybe i couldnt put my thoughts down on paper well enough to express what i ment.....maybe this post will bring on another long list of attacks....for what ever reason you do what you do...thats between you and God and your morality....

what i do...i do for MY members and i do for myself....as ive sought the truth this whole time in this speculative investment...i spend hours upon hours every single day... seeking knowledge and understandability in this investment....and i pray always ive did the right thing and spoke the truth as i saw it, and was able to help the ones who cant or dont know how to do this research for themselfs or just plain old dont want to do the work...i try to help them all, because when i first started i hungered for knowledge ...

i didnt know how to achieve it...i didnt know where to start...i didnt have a mentor to show me the way in this....and every time i asked for help i was shot down or treated badly online for trying to ask questions....when i got my site....i knew i could never be like that to the newbys or the older ones in this investment....and i think ive for the most part kept my reputation in check, never let the ego get in the way

...and ive always tried to be honest about my opinons and what i tried to teach people on MY site............... i didnt take my posts to other sites....others took it there....just because i didnt come and defend my self aginst these online lil wanna be keyboard karate heros...doesnt mean i changed the path im on....it just means as news changes we have to change with it or were left behind....

for me and MY members i will keep on doing what i do...offer them support help them in understanding how to read these articles...how to try to understand this whole mess we call an investment....

if you dont like me or what i say...why would you ever "belittle" yourselves and always go read my posts then and publish such hatred and evil slurs that will always show a side of you that you probably cant show in the real world as you would more than likely be having to eat your own teeth on a regular basis or be in jail on some domestic violence kind of charges....

why is it that you feel like you have more power online to do .. your demeaning deeds....why does it make you feel so impowered to act like a moron....what happened to your self respect and the concious we were all given at birth that tells us whats right and wrong..the feelings that come over you when you know you will hurt some one with the words that you say, but you will go on and say them because it makes you feel good to do so....

and makes you feel like you have power... that you dont get in the real world....maybe this post will help you maybe it wont...but for me....ill just keep on doing what i do, and im sure you will too........TY, BondLady

Tai: the low exchange rate of the dinar and behind the sacking of Central Bank Governor

Karbala / Orr News
MP for the Liberal block Yusuf al-Tai said the sacking of Iraqi Central Bank Governor Sinan al-Shabibi and some of his advisers came after the low exchange rates of the dinar against foreign currencies, which led to stagger the process monetary and banking operations, he says.

Tai said in a press statement yesterday: that the low exchange rate of the dinar carrying Iraqi state financial burdens to the dollar compared to the exchange rate. "

He added: "There are many reasons called to dismiss the central bank governor, including the existence of companies and intermediates as if they are financial companies or banks, began benefit from this process," adding that compared to goods entering Iraq dollar spent from the central bank did not cover 10% of the Atat sold and this is evidence that there are suspicious transactions. "

Tai continued: "We do not have complained, but there's sure that gets manipulations within the corridors of the Central Bank and especially by the governor and some of his advisers who benefit from other destinations by giving some banking companies at the expense of other companies," he says.

And went on: "We are with sack central bank governor and Accounting everyone involved in this file because it public funds belonging to the Iraqi people, a positive case when you ask the government for any failure, whether intentional or unintentional endures Iraqi Central Bank Governor and staff who assisted."

He called for the restructuring of the work of banks in Iraq, including the central bank by giving priority to banks that have been loyal to Iraq and not to foreign destinations.

THERE IS A VERY "PUSH-PULL" CONFLICT DEVELOPING ON THE IRAQI POLITICAL SCENE, 19 OCTOBER

There is a very “push – pull” conflict developing on the Iraqi political scene. As I started predicting (again) recently the prospect of a successful National Meeting with Maliki at the helm is more and more a thought of the past. I am “predicting” the removal of Maliki at some point in the foreseeable future. It is becoming clearer and clearer he has no intention of honoring any agreement or participating in a democratic government. I suspect Talibani and the opposition are coming to this realization.

Maliki either already has (effectively) or is pushing for a “majority government” – those who he’s “romancing” with this idea are not wise if they go along. Whatever deal he offers them isn’t worth the paper it’s written on. The one guarantee is – Maliki turns on everyone and everything.
The current news cycle is fairly evenly split between Maliki angling for a stronger central government and a growing discontent among the opposition. As I have said over the last few days – this growing list of “Maliki antics” may well serve to solidify his opposition into an actionable alliance. That’s the good news.

My further comment on the overtake of the CBI – there may be (as they have been calling to happen for a while now) a chance the CoM addresses the value of the Dinar by allowing it to “free float” on the open market and allow the market to determine it’s value (while they have temporary control). Just a possibility – I’m not terrifically sold on this idea.

The main thing they have against Dr Shabibi is his articficially holding the value of the IQD down. He has used this “auction system” to maintain a stable balance for the IQD. He basically promised to raise the value of the IQD once they formed a “partnership” government and not until – Maliki has consistently fudged on this campaign promise.

This is a major stumbling block for Maliki – he has no intention of enacting such a plan. He’s purely pursuing a “majority government” (AKA – “dictatorship”). I believe he has seen some very serious problems for himself in the future which is why the “kitchen sink” approach in his antics lately. He’s thrown everything he can at them. There are several layers of “protections” he has to survive before he can enact his plan unfettered.

There will be a Judicial Review, the UN, the US, a rapidly forming opposition, rumors of plots and who knows what else….he’s got his work cut out for him.

P.S. the rumor mill is in high gear – be very careful about what you rely on as fact. Some of these writers are even confused about the gender of the people and players they are commenting on. Which is better that they are trying instead of being fully given over to unbridled rumor ;)

LORIC, MOUNTAINAMN, BUTIFLDR, & BGG POST, 19 OCTOBER

10-19-12 LoriC: There seem to be frustrations about the low value of the dinar with the market value and locally within Iraq, which we understand all too well. We still don't know why it's taken the CBI this long to make their move. They've been ready to go for a while now. Greed and power is the motivation behind the recent allegations but if it helps move the economic reforms forward sooner, that's all that matters to us. Saleh spoke out today in defense of Shabibi and his actions. I still believe Shabibi will prove himself innocent, take his position back and if anything just move on the project quicker now. He's returning to Baghdad which tells me he has nothing to hide.

10-19-12 Butifldrm: "Kobler looking with Shahristani remove Iraq from Chapter VII." Everyone's patience is wearing thin. Sharistani, has been a big hold up with HCL and the Kurds. I hope Koebler slapped him a few times and told him to get this done. The Iraqi people are suffering because he is such a stubborn Mule.

10-19-12 Mountainman: Iraq is working together will Kuwait on joint oil field management. The energy commission is expecting a deal on the HCL sometime between now and January and House members are saying that, "The national economy is heading toward the right track through the development of programs by the federal government to restructure the banking sector and the development of initiatives for the development of the agricultural and industrial sectors, these all are in the important aspect is to promote the national economy and development." Chapter 7 release is closer than it's ever been and all we're waiting on is for Iraq to restructure their currency so they can move into article 8. Despite the Shabibi scandel Iraq is moving forward. Possibly faster now then ever. There seems to be more of an urgency and these arrests show that they aren't playing games.

FOOTFORWARD POST, 19 OCTOBER

Excerpts from FootForward on The Big call Thursday Evening 10-18-12:

Recorded Thursday Evening 10-18-12   1-760-569-7699   Pin 169061

A few weeks ago I said that they the evil "powers that be"  were going to make the dinar not appealing & make people want to give up their dinar, that the dinar was unstable.  I think this is what we got, this whole Shabibi thing.  We knew the closer we got to the end, the more misinformation would come out.

I don't know why people believe what comes out in the news articles.  This stuff coming out about Shabibi is not true. Shabibi was not arrested and there was no warrant for his arrest. He is not a fraud, he hasn't stolen anything, he isn't dragging his feet.  Back in June, he was ready to revalue the dinar, he had done everything he needed to do & it was held back by the "powers that be".  They took control and said it would not take place until they were ready with a global reset.  Shabibi is not the problem, not an issue.
If Maliki is such a big problem, then why hasn't he been removed. Maliki is there to hold down the fort & Shabibi is there to get Iraq in place to get the RV done & this has been done a long time ago.  The GOI has nothing to do with the RV.  The CBI & the GOI are two separate entities, the GOI does not have any control over the RV.  A bunch of laws will come into effect after the RV happens.

They printed a new currency with a new language on it, but our currency will not be worthless, both currencies will be used, the ones with 2 languages and the ones with 3 languages

There will be zero intel between now and the RV, not just articles, but in the news. The RV can happen at any point.  I don't have an exact date.  There are a few people that need to be dealt with.  Things need to play out so as not to create chaos.  Do not give up on this do not give up your dinar.

This will be a massive opportunity, a massive blessing. Iraq is a wealthy nation, they have the backing to have a high rate.

ANALYSIS OF ZIGMEISTER ABOUT RECENT NEWS, 19 OCTOBER

Zigmeister --- (Member uncirculd comment at end)

Surprise Charges Against Central Bank of Iraq Officials Raise All Kinds of Questions

The latest controversy in Iraq involves the country’s central bank. In October 2012, arrest warrants were issued for the governor of the Central Bank of Iraq along with sixteen of his staff. They were charged with various cases of corruption.

Immediately, people interpreted this as a power grab by Prime Minister Nouri al-Maliki who has disagreed with some of the bank’s decisions in the past, and has tried to exert his control over government agencies.

The circumstances surrounding the charges against the Central Bank officials were controversial to say the least. On October 15, 2012, the Integrity Commission issued arrest warrants for the head of the Central Bank of Iraq, Sinan Shabibi, his deputy Mudher Arif, and 15 others.

The next day, the cabinet named the head of the Board of Supreme Audit Abdul Bassit Turki as the interim governor of the bank until the investigation was over. The Board looks into the government’s finances. A member of Prime Minister Nouri al-Maliki’s State of Law list who was on parliament’s integrity committee told the press that Shabibi and the others were being looked at for their instructions to private banks on the amount of reserves they needed, and the financing of imports.
The lawmaker for example, claimed that from January to August 2012, the Central Bank issued $27 billion for imports, but only $4.5 billion in goods were delivered. Media reports also mentioned money laundering.

The Integrity Commission is the main anti-corruption agency in Iraq. In September 2011 however, the head of the Commission quit, and Maliki named an interim head, despite complaints from parliament that only it had that power. That has given the premier sway over the Commission, and led to accusations that the arrest warrants were simply his way of manipulating the law to achieve his political goals vis a vis the Central Bank.

One of the Prime Minister’s main complaints against the Central Bank has been its attempt to revalue the dinar. Bank Governor Shabibi has talked about eliminating three zeros from the dinar for years now, and officially announced his plans in June 2011.

The premier and his staff disagree with this move. One of Maliki’s advisers for instance, said that the revaluation should not happen until the next decade. That led to the cabinet issuing an executive order in April 2012 freezing any changes to the currency.

Later it was revealed that the order was issued directly by Maliki without the cabinet. This led to lots of criticism with various politicians claiming that the prime minister was attempting to interfere with the independence of the Bank.

Shabibi has talked about the need for a stronger dinar to reverse decades of keeping the currency weak to facilitate state control of the economy. Iraq has also begun to earn huge amounts of cash as its oil exports have increased, which would support increasing the value of the dinar. Maliki seems to want to maintain the status quo. With Shabibi out of the way, the prime minister could win this argument.

The premier also attempted to assert direct control of the Bank before. In January 2011, the Federal Supreme Court ruled that that the Central Bank was no longer under the jurisdiction of parliament, but rather under the cabinet. The Bank issued a statement condemning this decision.

The institution is one of the independent bodies set out in the constitution. The Federal Court is widely believed to be under the sway of Maliki, and the decision was one of the most glaring examples of it doing his bidding. The Bank did not go along with the Court, but it did reveal the prime minister’s attempt to control the nation’s offices.

Some of the accusations against the Bank officials seem superfluous as well. For one, the Central Bank has demanded that the private banks in the country increase their reserves to $213 million by 2013.

The Bank began setting out these rules back in 2009 in a step to increase banking services. Currently, banks mostly serve the state rather than the public.

Shabibi wants to reverse that process, so that people can get easier loans for example to start businesses or help with transactions. Private banks need to have larger amounts of reserves on hand if they are going to increase their lending.

A State of Law politician claimed that these rules have been muddled, but international institutions such as the World Bank have supported the Bank’s moves. Second, Shabibi and his associates are being charged with money laundering during the recent run on dollars in currency exchanges across the country, which occurred at the beginning of the year.

A source in parliament however, told Ur News that bank officials associated with Maliki’s State of Law were involved in laundering, and ordered Shabibi to take no action against them. Corruption is rampant in Iraq, and having unscrupulous staff in the Central Bank is not out of the question. At the same time, the Bank is one of the most respected institutions in the country, and has worked hand in hand with international organizations and banks to push economic growth and reform. It would be a huge surprise then if the Bank governor was personally involved in any illegal activities.

Given recent history, it would be no surprise if this move against Governor Shabibi was an attempt by Premier Maliki to wrest control of the Central Bank. He tried to do it legally before with the Supreme Court decision.

The Bank refused to go along with that order, and has gotten into a number of disputes with the prime minister since then. Iraq has weak state agencies after many of them had to be put back together or created anew after the fall of Saddam Hussein. Maliki has tried to strengthen the central government and his own hand, by gaining influence over many of these institutions.

That’s why many pointed to him when the news broke that the Central Bank Governor had an arrest warrant out for him. It’s impossible to tell how this will play out, but it’s likely to go down as another example Maliki trying to impose his will over the government.

Comment / Reply uncirculd:  Wow, Zig if this is true and correct, some folks out there expect Maliki's dude to RV. The link is a blog of some sort. Never saw that site before. Anyhow, it sounds about right. Maliki wants to continue to steal the money or maybe he just thinks he is entitled to it.

This right here says it all.

So the track we have been on all along has been right according to this article. They are stalling all this so the citizens don't get any money. He is trying to go all the way around sanctions and now taking over the CBI just might be his demise.

Shabibi wants POLITICAL stability and SECURITY. Both Maliki cannot provide. Let me refrase that; Maliki will NOT provide. If he did, he couldn't keep the people confused and scared. Right where he needs them to proceed with marginalizing. Every crazy move he makes I think; this is the last straw. But that freak has more lives than a cat.

He  must be on life 38 or 60 by now. This may have struck a nerve with the world community, Iraq, Turkey, and Saudi.

I give it another week and see what conspires of it all.

Thanks for a great piece. It is a great summary.

GREAT NEWS, 19 OCTOBER

BLAINO: THERE HAVE, IN THE LAST FEW MINUTES, BEEN SEVERAL ADDITIONAL TIDBITS OF INTEL WHISPERING IN MY EAR.... WE MAY SOON ADJUST OUR RECENT CHANGE IN DINARICON ALERT LEVEL YET AGAIN AND THE LENGTH OF THE "PASS" THAT I PUT OUT LAST EVENING. SO FAR, WE HAVE NEVER BEEN WRONG... EVER... ON THE LENGTH OF A "PASS".... NEVER!

SURE HOPE WE CAN BREAK THAT STREAK! I'DE RATHER BE RICH..... THAN RIGHT ABOUT A "PASS"! THERE MAY BE A POLITICAL BENT TO ALL THIS, BOTH HERE AND IN THE SANDBOX, WE SHALL SEE... SOON, ME HOPES! IN MY OPINION AND HAVING DISCUSSED THE MATTER WITH MUCH SMARTER PEOPLE THAN MYSELF, I AM MORE AND MORE CONVINCED THAT MOST OR ALL OF THE MARKERS HAVE BEEN HIT... AND HUSHED!

OIL IS TRADED AND PROFITS FLOW INTO BAGHDAD AND KURDISTAN... HOW CAN THIS HAPPEN WITHOUT AN AGREEMENT? WITHOUT GUNFIRE AND CIVIL WAR LOOKING VIOLENCE? COULD IT BE THAT THERE IS... AND HAS BEEN AGREEMENTS AND THE STRENGTH OF THE RULE OF AGREED LAW TO BIND THESE DISPARATE GROUPS TOGETHER?
THE "MINISTER SHUFFLE" 2 HERE AND NONE THERE? REALLY? I AM EVER MORE FIRMLY ROOTED IN THE FEELING THIS IS DECIDED AND AGREED. WERE THEY TO GO PUBLIC WITH ALL THESE INDIVIDUAL POINTS, THERE WOULD NATURALLY BE A RUN ON THE IQD AS MORE AND MORE PEOPLE ADD TO THEIR HOLDINGS OR TRANSITION TO "DINARIAN" FROM REGULAR PERSON AS THEY PERCIEVE THE "PUNCH LIST" GETTING SHORTER. THIS WAY, "THEY" (WHOEVER CONTROLS THIS ....REALLY) CAN POP THE RATE IN AT ANY TIME WITH NO REAL NOTICE AT ALL.

SO, THAT WILL BE "FAIR!" IN THE MINDS OF THESE THAT HOLD OUR FUTURE IN THEIR (PROBABLY SOFT & SWEATY) PALMS! THE SPEED OF THE NET AND ALL THE TRANSPARENCY OF THE COMINGS AND GOINGS MAY HAVE FORCED THEM TO COME UP WITH NOVEL AND UNEXPECTED METHODS.... AND THEY HAVE, IT SEEMS! MALIKI GOES TO MOSCOW... BUYS WEAPONS??? UNDER CHAPTER 7??? AND THE UNITED NATIONS STANDS MUTE??? REALLY???THE CBI "FIASCO" & THE WARRANTS FOR SHABIBI, THE CRIMINAL GOINGS ON WE HEARD WERE HAPPENING IN THE CBI, ALL OF IT THREATENS TO TURN INTO.... HOT AIR!

ARE WE SEEING THE UNFOLDING OF A MASTER PLAN? METHINKS WE VERY WELL MAY BE! RELAX, REST UP... WE HAVE A "PASS" IN PLACE TO PROTECT AND DEFEND YOUR PEACE OF MIND. WHEN THAT CHANGES, WE WILL TEXT, EMAIL AND POST ABOUT IT, AS ALWAYS.

1:42 AM Blaino: AND I WAS GOING TO BED "EARLY" TONIGHT... YEAH, RIGHT!

TO SUMMARIZE THE LATEST NEWS, WE ARE WATCHING FOR THE SLIGHT OF HAND THAT NOW SEEMS TO CHARACTERIZE RECENT "RV" RELATED MOVES BY PARLIMINT, THE PRESIDENTS AND THE GOI IN GENERAL AS WELL AS THE CBI IF THE WHOLE "WARRANT" DEAL TURNS OUT TO BE A SHAM... AND IT WELL MAY! THEY DO NOT OWE US HONESTY IN THIS REGARD ANYWAY, BUT ONLY IN THEIR HANDLING OF MATTERS FINANCIAL! SO, WE DO WHAT WE DO BEST, WHAT YEARS OF TRAINING HAVE MADE US EXPERT AT... WE WAIT!

Oct 19 6:55 AM [MrsWisdom] rex1972: I feel as if there is an incredible amount of posturing...

Oct 19 6:55 AM [MrsWisdom] 1:47 AM Blaino: POSTURING, A GREAT $9 WORD THAT FITS PERFECTLY!

Oct 19 6:55 AM [MrsWisdom] 1:49 AM Blaino: POSTURING CONNOTES A BASIC STANCE OF DISHONESTY AND PLAY ACTING, TO ACCOMPLISH A PURPOSE WHICH MIGHT BE HIDDEN OR MANIFESTED BY MISDIRECTION! A PERFECT FIT FOR THE MINDSET OF THE TYPICAL ME POLITICAL ANIMAL INVOLVED IN THIS DEAL! YOU GET A DANGLING STAR! 1:50 AM Blaino: "VERY GOOD!"

Oct 19 6:57 AM [MrsWisdom] WELL, IT WILL OUTLAST THE "WARM GLOW OF VICTORY, THE HEARTY HAND SHAKE AND THE PAT ON THE BACK!".... WHICH ARE FLEETING IN MOST RESPECTS... BUT A DANGLING STAR (NOT THE REGULAR 'STAR') CAN TRAVEL WITH YOU ON YOUR LAPEL OR CAP, STICK TO YOUR REARVIEW MIRROR OR ADORN YOUR MONITOR!

Shabibi Qabas: I will return to Baghdad to put points on the characters

19/10/2012

BAGHDAD - Nizar Hatem
In his first statement after withdrawing his hand, said Central Bank Governor Dr Sinan Shabibi in a telephone interview with Al Qabas that he will return from Switzerland to Baghdad during the next two days.
And whether the judicial decision may warrant his dismissal from office already, Shabibi said that the decision is withdrawn hands and not sacked. He said «I really want to know after I returned to Baghdad meaning of the phrase pull hand, both legal and administrative, to allow me then to answer all the problems and circumstances relevant to the work's central bank who served and serve the Iraqi economy, through successes over stability in the price exchange.

To let them know corruption
And corruption cases referred to by the parliamentary committee at the central bank, said Shabibi «foremost to know what is corruption? Abizaid and «that the staff central bank starting from the governor rolled out to lower rungs career, all of whom are confident of their work in a professional and scientific sober, I will not hide my concern that such practices and procedures prompted a decline in the proper performance, in light of the changes that happen in the oil market , and it is important we soon come back soon, we are ready to respond to all suspicion or error in an open and transparent, and while the BSA has submitted its report to Parliament, we are in the Central Bank we prepared our spirit scientific and confident, not Artkana irregularities administrative or financial , and of course I do not deny nor confirm the possibility of an employee or two in some errors, but in the practical context of the performance of the bank stress that our good work, and we are confident of integrity and professionalism to serve Iraq.

The beginning of the dispute
After this dialogue up with Dr. Shabibi, we deem it necessary to return to the beginning of the dispute between the government and the central bank about eight months ago, and against the backdrop of the government's budget deficit, under popular pressure to provide services, especially electricity.
The government asked the central bank to withdraw part of the U.S. dollar currency reserves amounting to 60 billion dollars, but the bank rejected the request, saying that the financial reserves are the property of the Iraqi people, and can not be manipulated, but when most of the necessities such as war or blockade. And then I thought about the government appending central bank them, the sense of being under the sway, especially if the constitution was vague about the subordinate bank to the government or the parliament, increasing the dispute between the government and the central, until it was to go to court, Vhsmt Federal Court order in favor of the parliament, and not linked to the bank the government.

Government suffering
While the dispute ended - legally - between the government and the central bank, has been the first to suffer from the process of getting money easily.
When asked Prime Minister Nuri al-Maliki to parliament, days before the law infrastructure, met strong objections on political backgrounds, and therefore has not been voted on until the moment, because of some political forces clash with him.
If the foregoing is a political background to the conflict the government with the central bank and its attempt to shift Shabibi its position, in order to come up with an alternative responds to the demands of the government, the economic background of the subject itself regarding باشتداد embargo on Iran, such as six months, and the beginning of events Syrian, where sales rose CBI hard currency of $ 150 million to half a billion a day, which confused the economic situation, and the surprise of specialists, while try some politicians to exploit this confusion to challenge the policy of the central bank, فاتهموا Bank money-laundering concern caused exit of hard currency from the country, citing sales is unprecedented for the central bank.

Debates
In turn, the central bank's response to it that he does not sell hard currency only for banks and merchants who provide documents proving importation of goods or services.
In response also accused the central bank of what he described Balmaviac backed politically in promoting action on currency smuggling abroad, noting at the same time to the phenomenon of flight capital of Iraq, because of the political situation and security within the country, and the regional situation, including an environment repulsive of capital.
Finally called on parliament to form an investigative committee, joined by judicial bodies such as the Office of Financial Supervision and the Integrity Commission, in addition to the General Secretariat of the Council of Ministers, and reached the view and no cases of corruption and administrative irregularities involving 15 people from the staff of the Central Bank of varying functional degrees, including conservative Shabibi.

Shabibi in the eyes of specialists
Shabibi senior scientist in economics, and is a prominent international figure, was hired by states to extinguish the debt, as income in marathon Mvuadat with creditor countries to extinguish Iraqi debt.
The professors in the Iraqi economy for Qabas confidence Bcbibi, and the nature of his work, and stressed to say: It is a professor for a large number of finance ministers and central bank governors in the Arab countries.
He criticized the watchers and are interested in political affairs step pull hand-Shabibi, at which time he was in Tokyo with Finance Minister Rafie al-Issawi, the presence of the International Monetary Fund, the World Bank, and described the move as the timing was not right. They follows:
First: The person Shabibi is behind the success of the policy of the Central Bank, and administrative irregularities if they already got, it does not mean Shabibi involvement with corruption, nor does it mean a defect in the policy and performance of the bank. Second: If Makant story confined to the corrupt individuals or offenders, it does not require the withdrawal of by Shabibi بالنحو who was, where the judiciary must take a decision after questioning the man, as it is supposed to be questioned by parliament, as a reference to the bank before withdrawing the hand.
