I have to agree with the professor. The forces of "good" are in the planning stages to mount a counter offensive. This is why Nujaifi, Allawi, Barzini and the UN and US are not speaking out at this time. They are/should be getting lined up to stage a complete comback along with external forces.. In the past the US in particular had to see their enemy make an aggressive move before acting. I believe the UN who along with Bremmer's Provisional Government installed Shibibi In addition we helped show the Iraqi's how to write their constitution that holds those protections for Shabibi, his employees and the Independence of the bank. Iraq is still under VII. As such we have the right to go in. IMHO this is not even close to being over. P.S. How close we must have been for Maliki to pull this stunt. All major news sources have reported this, Wall Street Journal, Reuters, Fox etc. What has the IMF historically been doing? If you look at what's going on in Europe right now, Greece, Italy, Spain etc. These problems are because the IMF stepped in. Lending institutions make money by giving loans. The IMF does not care about the welfare of the people or the economy. They're bankers and they realize they have a situation with Iraq, who is one the wealthiest countries of the world. Everyone is wondering when are they going to revalue. What if the IMF wanted the nation of Iraq to fall into turmoil, what if Iraq wants their wealth back and Mr. IMF (Shabibi) was doing what he was told and said no. It was the UN and IMF dropped the value of Iraq's currency over night. That's why I say today is a great day. The way we look at things are not always the way they truly are. Look at historical replication. I believe the technical issue between Kuwait and Iraq is the dropping of the artificial exchange rate.

Khandan - lawyer accused Governor of the Central Bank of Iraq, the government of seeking to replace conservative person receives orders from the government, according to The Associated Press.

The agency said the Iraqi authorities deliberately suddenly to isolate the central bank governor temporarily on the back of targeted and other officials in the bank investigation into allegations of financial wrongdoing.

The agency said that Shabibi, Governor of the Central Bank, is a politically independent economist, has not been charged with any offense, and confirms his lawyer that he is innocent.

The agency reported that the allegations, made by a special parliamentary committee formed to investigate the affairs of the bank, could give fresh ammunition to critics of Prime Minister al-Maliki in that it seeks to consolidate its control over the country's institutions.

The voice of the Iraqi Council of Ministers, on Tuesday, to replace temporarily Shabibi Abdul Basit Turki, Chairman of the Board of Supreme Audit, until the investigation is completed, according to Ali al-Moussawi said, Advisor to the Prime Minister.

He defended Walid Mohammed al-Shabibi, a lawyer Shabibi, bank governor's innocence. The lawyer said it was close to the governor.

The suspension of Iraq’s central bank governor has triggered fears that economic stability could be undermined by what some see as a fresh power grab by Nouri al-Maliki, prime minister. 

Sinan al-Shibibi, the ousted bank chief, played a critical role in giving Iraq a measure of exchange rate and monetary solidity while US troops withdrew, terrorist attacks increased and sanctions enveloped neighbouring Iran and Syria, business people and other observers of Iraq said.

The removal on Tuesday of Mr Shibibi, after almost 10 years in post, comes as Iraq’s political opposition and many independent analysts allege Mr Maliki is widening his control of crucial security and financial institutions .

“Maliki for a long time has wanted access to [dollar] reserves that Sinan was holding back to stabilise the [Iraqi] dinar,” said Toby Dodge, an Iraq specialist at the London School of Economics. “The authoritarian centralisation of power in Baghdad continues at a pace.”

Iraq’s cabinet suspended Mr Shibibi and appointed Abdul-Basit Turki, head of the Board of Supreme Audit, a public spending watchdog, to lead the bank until further notice, Mr Maliki’s office said.

It said the Integrity Commission, an anti-corruption body, had recommended the suspension after a parliamentary report had criticised the supervision of the foreign exchange auctions by Mr Shibibi and other central bank officials. Mr Maliki’s supporters have consistently denied that the prime minister either enjoys excessive powers or is seeking them.

Mr Shibibi, who is respected by many international observers of Iraq, could not immediately be reached for comment. Mudher Salih Kasim, deputy governor, said Mr Shabibi was out of the country. The deputy governor said he did not know whether reports of additional investigations into himself and a slew of other officials were true.

“For me, it’s uncertainty,” said Mr Kasim, who denied any impropriety. “It’s still not clear to me what we have done wrong.”

A business person in Iraq said the central bank developments had come as a “complete shock to everyone” and suggested a “much bigger game” was going on than the parliamentary exchange auction investigation.

He, like other observers, thought it revealing that the Maliki government had waited to make its move until the governor and other officials were out of the country for a trip focused on the just-concluded International Monetary Fund annual meeting in Tokyo.

One investor in Iraq, praising Mr Shibibi for doing a “massive job so far of stabilising the currency and keeping inflation down”, said it would be a “very bad signal” if the administration in Baghdad had removed him for political reasons. “There are few things that the current government doesn’t control – and one of them is the central bank,” the investor said.

The US embassy in Baghdad issued a guarded but pointed statement in which it said it supported “fair and transparent procedures” and “the independence of Iraq’s central bank, as enshrined in Iraqi law”. It added: “An independent central bank supports a stable currency, creates investor confidence and helps maintain macroeconomic stability”.

The action against the governor is ostensibly linked to longstanding allegations that buyers at the bank’s regular dollar auctions are using fraudulent papers, with some then deploying the currency in deals to evade sanctions on neighbouring Iran and Syria.

The central bank earlier this year tightened rules on customer identification for purchases of dollars, after demand at the regular currency auctions rose as high as between $400m and $450m a session – double the official target.

But analysts said it was unlikely the Iraqi administration – a Shia Muslim-led coalition – had moved against the bank because it was unhappy about the institution being a vehicle for sanctions breaches.

Although Mr Maliki’s government has historically had good relations with Washington, many observers say it is leaning increasingly towards the Shia-dominated government in Tehran, which is a strong ally of President Bashar al-Assad’s regime in Damascus.

It means things are moving in a definite direction, instead of just going in circles.   We do have one possible hangup, and that is of course the US Elections.  Being this close to a major shift in world politics (no matter who wins), they will probably be wise to sit on an RV announcement until a week or two after the US Presidential election. Time will tell, but in my opinion we are simply too close to an event that has a huge effect on the entire world to risk RV'ing right now.  I hope I'm wrong and the RV is announced tomorrow. 10-17-2012  Newshound Guru Adam Montana    So, in my opinion one of two things is happening...1. We are closer to the RV than ever, and this is the start of an absolute STORM in breaking news. Shabibi has been instrumental in maintaining a stable rate in the dinar and also growing it, but we have always wondered if he would support an RV. Now that Iraq is so much more stable and ready to move forward, if Shabibi was simply refusing to cooperate with the RV plan, Maliki is taking the bull by the horns and putting people in place who WILL cooperate. That's one option.  2. With the RV on the near horizon, the transparency in banking and technology being implemented revealed an actual crime and these charges could be legitimate. What this means is that Shabibi is permanently out, possibly done for good, but on the other side of the coin this tells us that the infrastructure is in place and we are close to GO time. That's the other distinct possibility  [post 2 of 3....stay tuned]

10-17-2012  Newshound Guru Phoenix3333   The allegations about Shabibi are real.  Mr. Shabibi has been heavy into the IMF for a long time, heavy into the World Banks, he is an economic heavy weight.  Maliki and Talabani met with heads from the Obama Administration, big meetings regarding the CBI, the currency & the next thing we know Shabibi has been removed & replaced.  The IMF are bankers, it doesn't care about the people, it wants to know that they can get their money back.  What if the IMF wanted Iraq to be so far under that they had to take out loans from the IMF.  Who better to become their debtor & repay loans than Iraq with all of their wealth.  So, why doesn't Iraq revalue their currency?  When?  What if Iraq wants their wealth back and the man put in place says no.  Maybe Mr. IMF was in control there, & has now been removed.   Do I think they will move forward quickly?  Yes, I do.

Iraq, October 17, 2012 Anti-corruption investigators have opened an inquiry into Iraq's central bank ties to alleged manipulation of the local currency's value against the US dollar, officials said on Tuesday. While the head of the parliamentary anti-corruption committee and the government anti-graft watchdog both said no charges had been brought, the former said 30 arrest warrants had been issued, including for the Central Bank of Iraq's (CBI) governor and his deputy.

Neither government spokesman Ali al-Dabbagh nor judicial spokesman Abdelsattar Bayraqdar responded to multiple calls by requesting confirmation, however. "I can confirm that we received the Central Bank dossier from the integrity committee in parliament," said Hassan Aati, spokesman for the Integrity Commission, Iraq's anti-corruption watchdog. "It is currently under investigation. The investigation has just started. "Baha al-Araji, the chairman of parliament's integrity committee, saidthe investigation was "not about money, but about procedures that led to the weakening of the dinar against the dollar. Nothing has been proven until now, The investigation is still ongoing."

Araji said 30 arrest warrants had been issued, including for CBI governor Sinan al-Shabibi and his deputy Mudher Saleh. He added the pair had not been subjected to a travel ban."I am sure that the governor of the central bank and his deputy will show up in front of the judiciary to defend themselves," Araji said.Contacted by telephone while in Tokyo for a meeting of the International Monetary Fund, Shabibi said he was unaware of any warrants, adding: "Inshallah (God willing), there will not be arrest warrants."Iraq's currency has been largely stable against the US dollar, which has been worth around 1,200 dinars per dollar for the past few years. 
Concerns have been raised, however, that currency auctions organised by the central bank were being used by neighbouring Iran and Syria to shore up foreign currency reserves, allegations the central bank has denied.
