 [flashing] Iraq has tried to imply that agreement with Kuwait Airways is enough to exit them from Chapter 7, and Kuwait has told them no. They have to meet all the obligations of which the most significant is the border. They can handle the ones related to missing properties and missing persons under ch 6,

[flashing] the rv will be possible once Iraq meets the major obligations under ch 7. (imo the border agreement.) they can handle separately issues like missing properties and persons.
